Contract Duration: 1 year with possibility of extension

Probation Period: 6 Months

Place of Employment: Tunis with occasional travel to Libya, Iraq, Lebanon and Jordan as required.

Introduction

The Regional Coordinator is responsible for overseeing the implementation of the Call to Action Field implementation (CAFI) project in the MENA regions (70%) as well as supporting the HoP at CARE Libya in establishing a solid partnership system to enhance the quality and accountability of CARE and its partners (30%).

CAFI seeks to catalyze the Call to Action on Protection and women empowerment on the ground. The project works with women-led organizations (WLOs) to drive change. The role involves coordinating activities with consortium partners in Jordan, Lebanon, Iraq and Libya, ensuring compliance with project guidelines, facilitating MEAL processes, and reporting to the CARE DE CAFI Project Coordinator.

We are looking for a highly motivated, skilled professional who has the ability to position partnerships at the center of CARE’s work. S/he should be a good communicator and planner with critical thinking skills to assist CARE to improve its partnerships in strategic, realistic, and practical ways in accordance with the operating context.

the position requires strong follow up and coordination skills, experience in humanitarian programming and supporting partners in remote settings.

Tasks:

CAFI Coordinator (70%):

Consortium Coordination:

  • Coordinate the activities of CAFI consortium partners in the MENA region.
  • Facilitate collaboration and communication among focal points within the consortium.
  • Maintain regular exchange and communication with the German Embassy representative.

MEAL (Monitoring, Evaluation, Accountability, and Learning):

  • Facilitate monthly regional Operations Management Committee (OMC) meetings and provide meeting minutes to the Project Coordinator.
  • Implement the jointly developed MEAL framework to measure project outcomes and impacts.
  • Monitor progress, conduct data analysis, and identify areas for improvement.
  • Report challenges to the Project Steering Committee in a timely manner.
  • Facilitate learning and knowledge sharing within the consortium and with external partners.

Reporting:

  • Ensure compliance of narrative reports with the project contract and CI Partner Agreement Funding Policy.
  • Consolidate regional narrative reporting for submission to CARE DE.
  • Check the consistency of narrative and financial reporting according to provided checklists.

Partnership coordinator (30%):

– support in conducting capacity assessments for partner organizations and developing an organizational Capacity Development Plan

  • Support in managing the communication and documentation between CARE and partners.
  • Support the onboarding of new partners through orienting them on CARE’s processes and requirements.

Layout of Reporting Lines

  • Line Management: Head of Programme, CARE Libya with a dotted direct reporting line for the CAFI project to the CARE CAFI Coordinator at HQ

Requirement Profile

  • Bachelor’s Degree in relevant subject (economics, sociology, politics, geography or similar).
  • 3-5 years of professional experience and profound knowledge in project management in humanitarian aid or development cooperation
  • Content experience in the area of strengthening civil society organizations, women empowerment, protection,
  • Excellent communication and influencing skills across a range of stakeholders, but particular with partners
  • Regional experience in the MENA contexts
  • Experience in cooperation in international consortia
  • Ability to develop capacity building frameworks and work plans Experience with international donors such as GFFO and others
  • Experience with financial management / accounting of projects
  • Very good knowledge of Arabic and English, other language skills an advantage
  • Willingness to travel occasionally to the project region
  • Willingness to take on a high degree of responsibility
  • Strong networking capability
  • Pro-active and helpful attitude, ready to take on a variety of new tasks
  • Strong organizational skills
  • Knowledge of Microsoft Office and similar applications.
