The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organisation, which assists and protects victims of armed conflicts and other situations of violence. The ICRC is currently looking for staff for its support operations in Iraq.

Reports to Buyers Team Leader

Duration of Contract: One-year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:

Buyer 1 is responsible for the procurement of requested goods and services for the ICRC Sub Delegation in Erbil sub-delegation and as well supports other ICRC sites. S/he is responsible to secure the best correlation of quality, price and delivery time. The Buyer is the owner of his/her procurement files from reception of the request until final submission for archiving. The Buyer must understand well the work and needs of all the departments.

Main duties and responsibilities:

  • Acts as a focal point for attributed supply request according to categories assigned by direct supervisor or SCO. Analyses them and communicates with the requester for quality if needed.
  • Provides the status feedback to SCO, line managers and/or customers. Ensures orders are delivered on time and items meet the specifications required.
  • Prepares Purchase Order (PO) files according to ICRC standards.
  • Ensures all required POs are entered and properly closed in the JDE.
  • Follows up final payments and settlements with the finance and requester departments.
  • Undertakes any needed regularization/correction in Procurement files. Must ensure that the Request for Quotation (RFQ) and Request for Tender (RFT) contain relevant information to enable transparent selection of the best price, quality, terms and conditions.
  • Drafts RFT, ST (Selection Table), PO/contracts with supporting documents and verifies/screens them thoroughly before submitting them to the line manager for approval and follows-up the chain of approval.
  • Ensures the proper follow-up process until goods/ services are delivered by the supplier.
  • Manages all the RFT, ST, contracts and FA follow-up for assigned files
  • Checks invoices from the suppliers and ensures all supporting documents are attached to the relevant signatories for approval and payment. Any reasons for delays or its justification, penalty application is well communicated and documented.
  • In case of petty cash purchases, physically visits the local markets in order to procure goods. Process Cash advance as per Finance regulations and deadlines.
  • Conduct and carries out regular market surveys and analysis together with requester department’s representative. For prices and quality benchmarking submits reports to the line manager.
  • Ensures that purchasing is carried out in accordance with ICRC standards, is auditable and fully transparent and is carried out to the satisfaction of the requesters’ departments.
  • Ensures that best price for the quality is obtained, free of taxes as per the HQ Agreement.
  • Makes sure financial rules are applied (Petty Cash, Validation, PO…etc.).

Education and Professional Experience required:

  • Bachelor’s degree or High school diploma.
  • 3 years’ work experience in a similar position.
  • Certifications in purchasing or procurement.
  • Computer proficiency.
  • Good command of English and Kurdish language skills, Arabi language is an asset.
  • Good knowledge of the local market.
  • Good knowledge and of experience with financial rules, procurement procedures and supplier management.
  • Valid manual driving license is required.
