Context:

The goal of the Project Information and Management Application (PRIMA) System is to contribute to strengthening the International Organization for Migration’s (IOM) position as lead migration agency, by consistently demonstrating transparency and a performance that operationalizes a results-based management approach to programming.

Specifically, PRIMA is designed to:

• Capture project data and documents throughout the project lifecycle to facilitate monitoring and reporting;

• Provide an online workflow approval process in line with Project Handbook;

• Enhance knowledge sharing capacity in relation to project development and outcomes; and,

• Aid aggregated reporting of IOM project data.

Under the direct supervision of the Business Process Improvement Specialist, the Business Process Analyst (PRIMA) will be responsible for the translation of ideas and business needs into business requirements to facilitate ongoing enhancement and business adoption of PRIMA. The successful candidate will provide support to the Business Transformation project in relation to integration of PRIMA into the future ERP system landscape. The Business Process Analyst (PRIMA) be responsible for tracking the backlog of system enhancement, report and dashboard requests and provide recommendations as to the prioritization of enhancements in relation to system releases. Release coordination is in conjunction with the PRIMA technical development team, and balances business benefits/ priorities with cost and technical complexity to ultimately determine the composition of system releases.

The successful candidate will also participate in any initiatives to update the IOM project handbook and ensure that such updates are documented for technical enhancement of PRIMA workflows where required.

Core Functions / Responsibilities:

  1. Ensure that business functional requirements gathered are reflected in the design of the system; design/redesign solutions for business functional requirements in consultation with the relevant business entities as well as the technical and development teams.

  2. Assist functional, development and technical teams during solution development, and monitor and report progress.

  3. In conjunction with the PRIMA technical team, lead system test efforts: organize system testing workshops; prepare test plans and scripts to confirm system functions as designed; identify, track and monitor the correction of bugs identified during testing; compile test results, and obtain formal sign-off from corresponding business units on the production-ready solution.

  4. Work with PRIMA stakeholders and the IOM Project Handbook revision team to align the proposed tools and processes; organize and/or participate in strategic workshops, seminars which are technically or functionally relevant to PRIMA.

  5. Assist the Project Manager in managing scope by differentiating between system bugs and proposed enhancements. Coordinate with business process owners to prioritize enhancements and development considering other short-term and long-term activities of business analyst, development and technical teams.

  6. Participate in data migration and cut-over activities for compiling and cleansing the master data, ensuring its quality and validating result of upload activities when applicable.

  7. Provide knowledge transfer to Quality Assurance and Support teams.

  8. Participate in Business Transformation workshops where required to ensure that PRIMA is enhanced in line with the needs of the upcoming replacement of the PRISM ERP system.

  9. Identify potential risks associated with solution development and enhancement projects, plan mitigation measures and report to Project Management.

  10. Perform other such duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in a related field with seven years of relevant professional experience.

• Project management certification would be highly advantageous.

• Certification on PRINCE2 methodology of project management is an advantage.

Experience

• Minimum of two years IOM/UN or similar organisations experience in the development, implementation and management of projects related to migration management and/or emergencies;

• Demonstrated experience in stakeholder management, such as coordination of working groups and training events.

Skills

• Strong knowledge of the IOM Project Handbook/UN or similar approaches.

• Demonstrated understanding of project and quality disciplines.

• Skills in conducting end user training.

• Strong analytical skills required, including a thorough understanding of how to interpret customer business needs and translate them into application/ operational requirements.

• Exceptional time management and consultancy skills.

• Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Spanish or French is an advantage.
