Job Summary:

As Global Supply Chain Management Business Development (BD) Specialist II you will provide expertise in the development of the strategy for pursuing new opportunities as Global Supply Chain Management, lead the identification, analysis, and production of high-quality SCM applications and proposals for funding while providing the guidance to the Country Programs for making an official Supply Chain mechanism to respond for new proposal developments in support of CRS’ engagement with institutional donors and initiatives involved in international development to serve the poor and vulnerable.

Your knowledge and skills will allow you to provide specialized assistance for embedding Supply Chain elements in all dimensions of the BD cycle to cross-disciplines and cross-functional teams. You will help drive our GSCM BD agenda and directly engage with external stakeholders to cultivate and strengthen institutional relationships.

Roles and Key Responsibilities

  • Provide SCM BD expertise in positioning, capture planning, and proposal preparation for specific opportunities with institutional donors (government and inter-governmental award issuing organizations, as well as foundations, corporations, and other awarding non-governmental organizations).
  • Lead and support proposal budget processes, working with technical staff, management, and partner staff to integrate Supply Chain inputs into a responsive, cost-competitive proposal budget.
  • Train and mentor SCM staff, as needed, to improve their skills in proposal development, representation to donor and partner organizations, intelligence-gathering, and marketing within their country program or portfolio.
  • Support and guide the identification of partners and negotiation of CRS’ role on proposal consortia, ensuring a competitive position for CRS that adheres to the agency’s partnership principles and strategic directions. Research, track and analyze new Supply Chain opportunities and CRS’ competitive position within the marketplace.
  • Support the development of the Protocol of Engagement internally and with partners when pursuing new opportunities.
  • Support senior management to cultivate and strengthen institutional relationships with relevant institutional donors, partner organizations, and other stakeholders.
  • Work with appropriate staff to maintain data on past performance and corporate capacity, to provide timely information for proposal submissions.
  • Develop new and update existing resources providing guidance to the larger BD Community of Practice on the incorporation of SCM inputs in project design and proposal development processes.
  • Actively contribute to CRS’ Business Development Community of Practice and advance CRS’ Business Development practices through contributions to strategic initiatives and resource development.

Basic Qualifications

  • Bachelor’s degree in supply chain management, international development, international relations, or another relevant field. A Master’s degree will be a plus
  • Minimum five years of international development or with an international organization.
  • Three years experience in a developing country preferred.
  • Strong organizational and analytical skills. Proven ability to use data and identify intervention and support needs. Project management experience preferred.

Required Languages – Fluency in English is required; Fluency in French is a plus

Travel – Must be willing and able to travel up to 25%.

Preferred Qualifications

  • Demonstrated experience utilizing diverse, proactive strategies to competitively position his/her organization for new funding and productive institutional relationships.
  • Demonstrated experience leading and producing competitive applications and proposals in programming contexts like CRS.
  • Demonstrated experience developing budgets for a variety of donors including USAID, The Global Fund; experience with both cooperative agreement/grant and contract mechanisms desirable.
  • Experience with both USAID RFP and RFA funding mechanisms is highly desirable.
  • Familiarity with relevant institutional donor regulations, policies, procedures, and priorities.
  • Demonstrated experience managing teams and processes, leading teams to produce deliverables under tight deadlines and at exceptional quality. Experience providing remote support to diverse teams is preferred.
  • Demonstrated experience in SCM and business development, contributing to proposal writing.

Key Working Relationships:

Internal: GSCM HQ team and community of practice members? Growth Strategy and Support Unit team members, the Institutional Donor Engagement and Advancement Department, the Business Development Community, country program staff; regional office staff; program quality staff, management quality and finance staff

External: Business development staff of collaborating partner organizations; select donor representatives as appropriate.
