Non-governmental actors, public decision makers, and business leaders, continuously need to be well informed of the reality of the risks facing their interventions, through the stages of planning, design, implementation, and assessment. In one of the most challenging contexts in the world, limited access, quality, and availability of data impedes development initiatives of all scales. We provide our services to change this reality.

Project Title:

Upskilling and Future-proofing human resources for health, and enhancing health governance, for Universal health coverage and better-Quality care.

Project Context:

The UFUQ project aims to strengthen the Syrian healthcare system by improving the management and harmonisation of human resources for health actors (HRH). It focuses on enhancing the business capacity of key actors and other HRH stakeholders and establishing income generation initiatives within the Upskilling and Future-proofing Healthcare institutions.

Responsibilities

  1. Strengthen the Business Capacity of HRH actors:
  • Conduct financial and business assessments of healthcare institutions’ financial standing, business training needs, and opportunities for business model enhancement and achieving financial sustainability.
  • Enhance the Business Model and develop and implement a strategic Business action plan.
  • Develop and implement capacity-building strategies for healthcare institutions and HRH actors, addressing identified gaps and needs.
  • Deliver training and mentoring by facilitating and coordinating the delivery of business training programs (Project Management, Financial Management, Business Development, Fundraising, Leadership, and communication…) for healthcare institution leaders and key stakeholders, followed by ongoing mentoring support.
  • Provide ongoing coaching and mentoring support to ensure sustainable implementation of institutions.
  • Implement a digital transformation strategy to significantly boost operational efficiency, incorporating online training and telemedicine initiatives that can aid in fundraising and expanding the reach.

2. Supervision Income Generation Unit for healthcare institutions:

  • Study the private sector engagement and direct the study to identify potential ways for collaboration with the private sector in HRH development activities.
  • Facilitate revenue generation initiatives by guiding and supporting, developing, and implementing pilot revenue-generating projects like community hospitals, private health centers, paid online courses, and community pharmacies.
  • Manage seed fund payments and monitor project progress, manage seed funds provided for pilot projects, ensuring effective operation and compliance to agreed upon timelines and objectives.

3. Sustainability Building:

  • Develop a long-term fundraising and income-generation strategy by Working with healthcare institutions to develop a strategy for expanding funding sources and building income-generating projects to ensure long-term financial sustainability.
  • Lead the development and delivery of a training program aimed at equipping healthcare staff with essential financial and business development skills. This program, featuring expert consultants and trainers, will enable them to manage income-generating activities, ultimately increasing financial sustainability within the healthcare sector.
  • Develop and execute a comprehensive plan to expand income through creative examination of non-traditional funding models, with the goal of gradually decreasing dependence on external/humanitarian support.

4. Capacity Building:

  • Design and deliver capacity-building programs for HRH actors on topics such as Project Management, Investment Basics, Seed Funding and Business Plan Development.
  • Supervise the assessment of training needs in the field of Business capacity building.
  • Provide ongoing coaching and mentoring to key stakeholders to ensure sustainable implementation of change initiatives.
  • Develop and facilitate knowledge-sharing platforms to create and implement mechanisms and cross-learning among HRH actors on business practices and income-generation strategies.

5. Monitoring and Evaluation:

  • Support with TOR development and consultant selection by assisting the Sector Lead in defining TORs and criteria for selecting consultants and trainers.
  • Coordinate resource mobilization and fundraising efforts by identifying and pursuing resource mobilization and fundraising opportunities related to business capacity building and income generation initiatives.
  • Monitor and evaluate project outcomes by tracking progress towards business capacity-building objectives, analysing data, and preparing reports to inform project management and decision-making.

QUALIFICATIONS & REQUIREMENTS:

  • Master’s degree in Business Administration, Finance, Economics, or a related field, with a strong understanding of financial management, business development, and organizational capacity building.
  • Understanding the concept of Social Enterprise and its applications and practical implementation on the ground is a plus.
  • Minimum 4 years of experience working in Syrian development contexts, ideally related to healthcare sector in North/West Syria.
  • Experience in designing and delivering capacity-building programs.
  • Understanding the context in North/West Syria is a must.
  • Fluency in Arabic and English is essential.
  • Proven expertise in conducting financial and business assessments, developing capacity-building strategies, and facilitating training programs.
  • Strong analytical and problem-solving skills, with the ability to identify challenges and propose effective solutions.
  • Prior experience working in the Syrian healthcare sector or non-profit organizations and understanding of the context in northwest Syria is a must.
  • Familiarity with fundraising and revenue-generating approaches in the healthcare sector.
  • Demonstrated experience in managing and monitoring grants and seed funds is preferred.
  • Travel to participate in stakeholder meetings and workshops in Türkiye/Gaziantep and in northwest Syria is required..

Phases of acceptance:

  1. Mastering basic questions and meeting all job requirements
  2. Mastering interview questions and discussions
  3. Upon successfully passing the interview, the candidate will be given a couple of tasks to complete within very tight timeline.
  4. Upon passing, the candidate will have a two-week intensive induction that include readings and follow up sessions about institutional development. The aim is to make sure that all potential candidates have the basic terms and concepts that will be built on during the project.
