The Opportunity

Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International operates in over 72 countries around the world. Plan International Myanmar is currently implementing its Country Strategic Plan – CSP (2021-2026). The CSP’s Resource Mobilization Strategy outlines the income growth and diversification plan over in an ever-evolving five-year horizon. The Resource Mobilization Manager will serve as the primary strategist and an ambassador for retaining and developing new funding partnerships. With a substantial fundraising and management experience, a talent for building relationships and a proven track record in securing funds from large multi-laterals, foundations, Trusts, private sector, individuals and other major donors, the position will lead the achievement of fundraising goals. A self-driven professional who effectively collaborates with the cross-functional teams, this role will perform the following functions:

Strategy and Execution: Draft, finalize and lead the implementation of a robust resource mobilization strategy (five year and annual plans) with active engagement and guidance from Plan’s National Offices (NOs) and in context of the external operating environment in Myanmar. Responsible for donor profiling (in-country and international) in Humanitarian-Development-Peace nexus (HDP) context and establishing a diversified funding pipeline.

Standard Operating Procedures (SOPs) and Grants Acquisition: Develop/consolidate SOPs for the Resource Mobilization vertical. Oversee, coordinate and engage in the development, writing and packaging of grant proposals from idea-concept-proposal through to its award. Collaborate with a cross functional team for required programmatic assessments and data and all compliance requirements. related to PIM and proposed partnerships.

Collaboration and Capacity Building: Coordinate, collaborate and strengthen in-country capacities to support resource mobilization function. To communicate local and strategic programming needs, map and pursue prospective and active donors, develop a standard deck and capacitate teams for pre-planning and responding to the Call for Proposals. Build a core team within PIM on managing key components of resource mobilization plans.

Brand Recognition: Actively engage with NOs, donors and their counterparts in Myanmar and key influencers to position Plan aligned to its core values, principles, vision strategic objectives.

Accountability and Reporting: Actively engage with the Plan’s National Office, designated members of the Finance and Programme teams for all legal/compliance documents, finalization of grant agreements including reporting timelines and RACI matrix for adherence to all requirements as per Grants Agreement.

Adherence to Plan Partnerships and Influencing and Cross Cutting Principles: Adapt the framework for cross cutting components that adhere to Plan’s partnerships and influencing strategy, gender and social inclusion, conflict sensitivity and safeguarding and protection commitments.

Do you have what it takes?

Knowledge

  • Demonstrable knowledge as a result of study, training or practical experience on grants acquisition.
  • Knowledge about donors interests, priorities and requirements.
  • Good knowledge about Myanmar culture and funding environment
  • Good knowledge in child rights programming

Skills and Qualifications

  • Bachelor’s Degree in from a Reputed Institute, MBA or a Master’s Degree with resource mobilisation experience is desirable
  • At least 7 years of progressively responsible and relevant experience in resource mobilisation and/or also public relations in the International and national non-profits and/or Corporate sector.
