TITLE: Business Development Manager

TEAM/PROGRAMME: PDQ

LOCATION: Dakar, Senegal

GRADE: 2

**CONTRACT LENGTH: National (**2 years)

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Country Office Business Development (BD) Manager will support the Country Director, PDQ Director, and other country programme staff to grow Save the Children funding and partnerships at country level in order to resource the Country Strategic Plan.

To achieve the country’s programme ambitions in line with SC’s Global Breakthroughs, the Country Office BD Manager will be responsible for coordinating the new business development, and proposal writing/coordination with CO team, Members and RO teams. The post holder will also work on coordinating the development of the annual funding strategy, developing an engagement plan across members, donors, implementing partners and other necessary stakeholders, and creating and managing an efficient system to identify and develop new funding opportunities.

The post holder will be expected to work across the Movement (Regional Offices, Members, and other Country Offices as necessary) in achieving the country funding strategy and be the primary link with Regional Offices for all NBD best practices and capacity building efforts.

Key working relationships: Act as day-to-day focal point with regional resource mobilisation team, ensuring appropriate coordination between members and country team. Engages with CO SMT, Finance, Awards, Technical Experts/Operations, PDQ Director, and other necessary stakeholders to coordinate strategic resource mobilization across the country office.

KEY AREAS OF ACCOUNTABILITY

Funding Strategy and NBD Change Management – 5%

  • Support the country office to develop and implement a high quality Country Funding Strategy and Donor Engagement Plans, linked to the Country Strategic Plan.
  • With guidance and support from regional resource mobilisation team, supports country TE, Finance, AM, PDQ staff with capacity building around business development.
  • Ensure best practice ways of working by attending regional BD Communities of Practice and embedding best practice into country ways of working.
  • Establish continuous learning efforts in order to implement best practices and learn from process so future BD efforts are improved.

Capture Planning and Opportunity Preparation – 20%

  • Facilitate conversations with PDQ, TE, and Operations teams to gather intelligence, assess competitiveness, make Go/No Go decisions, and adequately resource teams build for pursuing all strategic funding opportunities.
  • Maintain and build capacity in systems or processes for collecting donor, implementing partner, and competitor intelligence and information.

Proposal Development (60% of role)

  • Be the principle coordinator of all proposal development building on global, regional and national expertise, and ensuring the highest quality product.
  • With in-country TAs, seek out and facilitate input of technical advice to ensure that programmes benefit from Save the Children’s global expertise, while remaining relevant to the local context. Facilitate engagement of consultants on proposals, or when technical specialists are needed.
  • Ensure that thematic capacity statements are updated every six months in coordination with technical specialists, Advocacy & Communication and MEAL teams
  • Produce proposal development schedules and track timelines, ensuring and facilitating coordination amongst teams – PDQ, Programme Operations, Finance, HR, Security and Members.
  • Drive interdepartmental coordination for programme and proposals development. Effectively manage collaboration amongst teams, Save the Children WCA regional office and Save the Children Members when preparing concept papers and project proposals for fundraising purposes.
  • Write sections of proposals that speak to our overall capabilities and to the context and draft key sections of proposal that are standard inputs (e.g. capability statements, country context, programme experience), while coordinating the input of technical advisors and drawing on the expertise of technical advisors, Operations, Finance, HR and Security.
  • Quality review technical aspects of the narratives and logframes and ensure complementarity with budgets and other deliverables
  • Coordinate Value for Money calculations in proposal development, as required by donors
  • Ensure full internal and member review and sign off as per the proposal development process.
  • Track up-coming funding opportunities, donor engagement and proposal development process. Provide regular updates to the Director of Programme Development & Quality and to the SMT on the status of the funding portfolio and key trends to monitor.
  • Support TAs in developing new funding strategies for thematic programme plans and cross-sectoral integration. These strategies should reflect our ambitions and new creative thinking to achieve more for children.
  • Represent Save the Children as a generalist, alongside technical experts, in consortium meetings regarding proposal development.

Planning and Programme Development (10% of role)

  • Coordinate and provide guidance and technical support to development of thematic sectors and projects.
  • Contribute to conceptualising and designing cost effective, innovative and high quality programmes to serve children with a focus on gender, child participation, etc.
  • Ensure that programs are relevant to children and to the global programme and advocacy objectives CSP.
  • Ensure that all sectors apply a risk lens to programme design and implementation in line with the Save the Children policy on Climate Change Adaptation.

Relationship Management – 5%

  • Support the Country Director, PDQ Director, and Technical teams to build strong relationships and funding partnerships.
  • Proactively engage on a strategic basis with institutional donors at country level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including programme funding.
  • Represent Save the Children as needed with key institutional, corporate, foundation and other donors.

QUALIFICATIONS

Essential:

  • Development professional with a relevant Masters’ Degree or equivalent professional experience.

EXPERIENCE AND SKILLS
Required

  • 5+ years demonstrated experience identifying and securing funding from government donors, multilateral agencies, corporate donors and/or foundations.
  • Excellent writing/editing skills, budget development skills and presentation/communication skills.
  • Experience in leading development of proposals, including the development of project budgets.
  • Demonstrated experience in leading assessments of funding landscapes, and developing programme funding strategies to meet strategic goals.
  • Demonstrated ability to solve complex issues through critical thinking, analysis, definition of a clear way forward and ensuring buy in.
  • Highly developed interpersonal and communication skills including communicating with impact, influencing, negotiation, and coaching.
  • Strong results orientation, with the ability to challenge existing mind-sets.
  • Ability to present complex information in a succinct and compelling manner.
  • A high degree of flexibility and adaptability in order to respond to changing needs.
  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time.
  • Fluency in English and French.

Desirable

  • INGO experience and an excellent grasp of operational issues.
  • A detailed understanding on funding mechanisms for development work such as Save the Children’s.
