The Myanmar Country Office in Yangon takes overall responsibility for the implementation of the Myanmar country programme, which currently focuses on humanitarian response, rights to land and resources, women’s empowerment, gender-based violence and peace & development. The programme supports 27 local partner organisations. Due to the strong geographic focus of Trócaire’s work in Kachin and Northern Shan States, Trócaire has a field office in Myitkyina, Kachin State.

The Country Office currently has successfully secured multiple funding streams from bilateral and multilateral donors in Myanmar, along with others from Trócaire’s HQ in Maynooth, Ireland. These provide significant resourcing for the programme. The vast majority of this funding is in the humanitarian sector, and has enabled Trócaire to be one of the leading humanitarian actors in the locations in which it operates in Myanmar.

Reporting to the Head of Partnerships and Strategy, this is a Fixed Term Contract of 2 years and is temporarily based remotely in Chiang Mai, Thailand, with a view to relocating to Yangon (with travel to programme locations) at a suitable future date. This role will sit in the Partnerships and Strategy team, alongside MEAL and Partner Capacity Strengthening units, and will manage one staff member, a Business Development Coordinator.

Key Duties & Responsibilities
Overarching:
· Increase and broaden the institutional funding base of the Myanmar country programme in line with the organisational institutional funding strategy and Trócaire’s strategic priorities.
· Coordinate and support the programmes and finance teams in the development of well-designed projects and programmes for submission to institutional donors, consistent with Trócaire’s Organisational and Country Strategic Plans.
· Provide coordination, oversight and support to programme staff in the management of all institutional funding grants/ contracts in Myanmar.
· Build the capacity of the Myanmar programme staff and partners to manage existing and future institutional funding grants/ contracts.
· Leading the Business Development Unit, including line management of the Business Development Coordinator
· Providing inputs to the Country Management Team

In particular this role will involve the following components:

Programme Growth & Development (45%)
· Lead the review and implementation of Trócaire’s country institutional funding strategy, in line with Trócaire’s 2021-25 Organisational Strategy, country programme needs and institutional funding landscape and opportunities.
· Develop and solidify constructive working relationships with existing and new donors.
· Proactively identify opportunities for securing institutional funding from in-country and external donors, in close liaison with colleagues in the Global Partnerships and Funding Unit in Trócaire’s HQ.
· Provide analysis and advice to programme staff on donor funding streams and specific donor funding calls to help contribute to informed decision-making
· Coordinate the Go/No-Go process for in-country decision-making on new funding opportunities
· In response to new funding calls, provide surge support to programme teams in the process of planning new projects, supporting the initial design and workshop facilitation, and supporting the formulation of objectives and plans.
· Lead in the development of good quality, well designed, funding proposals for submission to institutional donors. This will involve linking in with the Global Partnerships and Funding Unit and other relevant teams in Trócaire’s HQ in terms of quality assurance and ensuring value for money, cost recovery, etc.

Grants Management & Compliance (45%)
· Support programme and finance staff to manage grant agreements/ contracts for all institutional grants. Keep relevant HQ staff informed about the progress of grant agreements/ contracts through the programme cycle.
· Keep up to date with donor regulations, especially relating to the EC, Irish Aid, the German Government, ECHO, US Department of State, UNFPA, UN OCHA and others, and communicate relevant changes to staff and partners, ensuring links with HQ in terms of global donor strategies and updates on regulations.
· Support programme teams to ensure careful adherence across programmes to both Trócaire and donor compliance requirements, including adherence to supply chain and financial management policies and procedures, fraud etc.
· In coordination with finance staff, take responsibility for ensuring compliance of programs with donor rules and requirements.
· Work with programme and finance teams to maintain efficient financial tracking and reporting systems for all institutional grants.
· Support programme staff and partners in preparing contract amendment documentation for donors, ensuring HQ is aware of and has oversight of any contract amendments.
· Coordinate with programme staff finance staff and those in Trócaire’s HQ to ensure development and submission of high quality reports for submission to donors in a timely manner.
· Perform quality and administrative checks on narrative and financial reporting for institutionally funded programmes.
· Support the organisation and follow-up of grant inception meetings, grant review meetings, and grant closeout meetings.

Capacity Building (10%)
· Provide training for Trócaire staff and partners entering into new institutional donor contracts, including compliance with regulations on financial management, procurement, audit, reporting, visibility and communications.
· Contribute to the development of strategic tools to aid Trócaire staff and partners to undertake proposal development and grant management as necessary.
· Advise and support programme teams on building the capacities of partners to handle contractual compliance issues.
· Advise and support programme teams and partners on how to comply with audit and expenditure verification requirements

Person Specification – Essential Requirements
(E) Qualification · Third level qualification in Development, Humanitarian or related field of study
(E) Experience · Minimum of 3-5 years’ experience working in overseas development and the humanitarian sector
· Experience of proposal and report writing for major international donors including the European Union (DevCo and ECHO), Irish Aid, UK Government, BMZ, AA and other European Governments, UN OCHA, UNFPA, US Government funding (USAID, State Dept.), and other relevant trusts/foundations.
· Proven track record of securing institutional funding from successful grant applications.
· Experience of managing grants financed by the donors such as: European Union (DevCo and ECHO), Irish Aid, UK Government, BMZ, AA and other European Governments, UN OCHA, UNFPA, US Government funding (USAID, State Dept.), and other relevant trusts/foundations.
· Project cycle management using results frameworks and/ or logical frameworks.
· Experience working with international and national partner organisations.
· Training/capacity building in a multi-cultural environment
· Line management experience preferred
(E) Skills · In depth knowledge of managing grants and contractual requirements of institutional donors.
· Excellent budget analysis and budget development skills.
· Experience of working with partners and good understanding of partnership approach
· Proven strategic thinking and planning skills, including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress.
