The Informal Livelihoods Advancement Activity Iqlaa is a five- year activity that aims to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crisis that the businesses have faced, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth.

Mercy Corps approach to IQLAA integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and improved access to finance, markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps approach is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in Jordan.

Purpose and Project Description:

The USAID-Iqlaaع project is looking for a seasoned individual business and ICT consultant with a strong network in Jordan and experience in supporting small and micro enterprises scaling their businesses.

The consultant will play a critical role in Micro and Small enterprise (MSE) businesses’ growth and success, as s/he will be working closely to:

· Identify the essential business and ICT skills and competencies MSE’s business owners and entrepreneurs require to grow their businesses in Jordan (ICT, finance, accounting, sales, marketing, management, administration, HR, etc.).

· Identifying the challenges (ICT, financial, technical, skills, competencies, etc.) faced by MSE owners and entrepreneurs in implementing and benefitting from ICT solutions and

· Identify the gaps between what essential business and ICT skills are required by MSE owners and entrepreneurs and what they currently possess.

Based on the analysis, the consultant will draft a series of recommendations to address the identified skills, competencies, and gaps to enable MSE owners and entrepreneurs make a more effective business use of digitization services.

Consultant Activities:

● Conduct a desk research and analysis to identify the essential competencies business owners or entrepreneurs should possess to scale and grow their businesses and achieve sustainability, taking into consideration women, youth, and persons with disabilities, bearing in mind for

disability specifically assistive technology engines and software’s such as sign language interpretation, speech to text, text to speech, and built-in magnifiers, contrast measures, and communication boards, etc.)

● Design a survey related to the essential management skills and capabilities targeting MSE business owners and entrepreneurs to identify the main challenges and issues they’re facing related to running/managing their businesses, ensuring to invest 2 days in creating the survey, 3 days to pilot, 1 day to analyze, and 4 days to consult with MC through presenting the findings and amending the survey for the actual data collection phase

● Submit a report identifying the challenges and the missing business and managerial skills and competencies from business owners and entrepreneurs including recommendations of potential interventions to address missing competencies and skills

● Create a survey with a detailed list of questions related to ICT implementation targeting MSE business owners and entrepreneurs to identify the main challenges and issues they’re already facing.

● Reach out to the largest ICT and software companies in Jordan, to identify the most requested types of software (ERP, CRM, accounting, other) by MSEs and the main challenges that they are face (technical and personnel wise) in implementing and benefiting from such software.

● After identifying the required skills and competencies to implement and effectively use ICT solutions, the consultant should be able to identify if the business owners/entrepreneurs have these skills or not and identify and report the ones that they lack.

● Develop a list of potential ICT and training companies that can support entrepreneurs in addressing the necessary skills and competencies gap to enable them to implement and make effective use of the ICT in their businesses.

● Draft a support plan for entrepreneurs and MSE business owners to develop the required business, management, and ICT skills to scale and grow.

● Categorize the essential business skills into the following fields (Business Component): General, Financial Accounting, Managerial Accounting, Finance, Sales, Marketing, and Management. Also considering the business owner educational background.

● After addressing the best competencies, the consultant should be able to inquire if the business owners/entrepreneurs have them and list the ones that they lack.

● Make a list of potential places or sectors of the economy that can support entrepreneurs in developing the best competencies for a successful business

Required Experience & Skills:

● 5-10 years of relevant experience mainly in the management consulting sector and ICT sector

● BA/S or equivalent experience in ICT and in the economics, social or political science, management or public administration, international development, or other relevant field to economic growth programming.

● Technical experience in the use and leveraging of ICT in economic development focusing on micro and small enterprise development and systems approaches preferred.

● English and Arabic fluency

● The ability to work closely with multiple teams remotely
