With the aim to support the UN system in the country the Government of Kazakhstan provided the UN agencies, located in Almaty, with a 9 storey-building in 2019. According to the terms of the Memorandum Concerning Occupancy and Use of Common Premises by United Nations Agencies, Programmes, Funds and Offices (Memorandum) the UNDP country office was selected as an administrative agency responsible for dayto-day management over the provided premises (UN Buidling in Almaty/Common Premises). For these purposes UNDP established a Common Premises Team (CPC) headed by the Common Premises Manager. The CPC is responsible for building maintenance and provision of common premises related administrative support services to UN Agencies residing in the UN Building in Almaty. The CPT reports to Operations Manager of UNDP Kazakhstan and is supervised by the Common Premises Manager.

Duties And Responsibilities

Daily inspection of the Common Premises;

Detection of breakages and identification of required action;

Preparation and implementation of the technical annual plan ensuring;

Routine inspection of the building systems and timely elimination of the identified defects;

Swift resolutions in the water supply system, such as leakages;

Regular assessment of the power supply, ventilation, air conditioning systems, encompassing

maintenance and minor repairs;

Regular check of the heating system to ensure its optimal operation;

Provide high-level technical supervision of measuring, electrical, and thermal devices installed in the

UN building;

Procurement of required spare parts to support ongoing maintenance activities;

Organization of proper storage and consumption-log systems, as well as management of recycling

processes, to maintain operational efficiency;

Maintenance of good relationships with local suppliers;

Regular review and comparison of market prices for building materials and household goods to

ensure cost-effectiveness and maintain budgetary control;

Collect and provide information and documentation required for contracting with service

organizations;

Provide the recommendations on technical specifications for building materials and required for

maintenance of the building;

Planning the budget for the next year based on current year’s repair expenses;

Manage technical equipment maintenance, either directly or through outsourcing service

organizations;

Provision of data for the technical assessments of the premises ;

Identification areas for implementation of energy-efficient solutions;

Impementation of greening projects approved by UN agencies;

Supporting the Implementation of Greening Strategies and Leadership and Team Management;

Ensure the team operates efficiently and effectively;

Provide direction, guidance, and mentorship to team members;

Preparation of TORs and BOQs for minor repair tasks, along with drafting technical specifications for

construction materials;

Reviewing and revising drawings as well as advising on technical specifications, BOQs designed by

professional companies to ensure accuracy and adherence to project requirements;

Participation in the evaluation of bids; to ensure that the most qualified and cost-efficient

contractors and suppliers are selected;

Monitoring of construction works to ensure quality of works and used materials, uphold high

standards and project specifications;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education

Required Skills and Experience

  • Secondary education is a requirement. University degree (Bachelor´s degree) in construction engineer, energy specialist, ventilation and air conditioning engineer but will be given due consideration, but is not a requirement.

Experience

  • Minimum 5 years (with secondary education) or 2 years (with Bachelor´s degree) of experience in a similar position, building maintenance engineering assistant . Work experience in/with international organization would be an asset
