Organizational Setting

The Regional Office for Latin America and the Caribbean (RLC) is responsible for guiding FAO’s response to regional priorities in food security, agriculture, and rural development through the identification, planning and implementation of the Organization’s priority activities in the region. It ensures a multidisciplinary approach to programs, identifies priority areas of action for the Organization in the region and, in collaboration with departments and divisions at headquarters, formulates, promotes, and monitors FAO’s strategic response to regional priorities. It also advises on the incorporation of these priorities into the Organization’s Programme of Work and Budget and implements approved programs and projects in the region, monitors the degree of implementation of programs and identifies problems and shortcomings.

The Specialist will support the preparation, monitoring, and reporting of budget for Regional and Subregional Offices in Latin America (RLC-SLM-SLC).

Reporting Lines

The Specialist will work under the general supervision of the Senior Administrative Officer and the direct supervision of the Budget Associate in RLC in close collaboration of the Budget Sub stream of the Support Services Stream.

Technical Focus

The specialist will support the preparation, monitoring, and reporting of budget for Regional and Subregional Offices in Latin America (RLC-SLM-SLC). This work requires in-depth analysis and interpretation of relevant policies, procedures, and practices.

He/She Maintains a wide range of contacts with managers, staff, and stakeholders inside and outside the Regional Office

Tasks And Responsibilities

  • Support the preparation, monitoring, and reporting of budget for Regional and Subregional Offices in Latin America (RLC-SLM-SLC). This work requires in-depth analysis and interpretation of relevant policies, procedures, and practices.
  • Maintains a wide range of contacts with managers, staff, and stakeholders inside and outside the Regional Office.
  • Collaborates closely with staff across FAO LAC, ensuring the quality and consistency of budgeting support services.
  • Works autonomously, showing a high degree of initiative and independent judgment.
  • Ensures the smooth and efficient operation of the regular Programme activities of the Offices.
  • Leads proactively the coordination and provision of the budget support services for the successful achievement of the FAO LAC mandate.
  • Advise on the process of allocation and monitoring of Regular Programme funds in LAC.
  • Conforms the Budget Sub stream of the Support Services Stream.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in administration, financial management or budget management.
  • At least 10 years of relevant experience in budget management, finance management or related areas.
  • Working knowledge – proficient (level C) of Spanish and limited knowledge (Intermediate-Level B) of English.

Technical/Functional Skills

  • High proficiency in Microsoft Excel and PowerPoint programs.
  • Work experience supporting and advising strategic direction, management and priority setting in an international environment.
  • Working knowledge – proficient (level C) of English is an asset.
  • Experience working in a developing regional and country context, desirable in a strategic policy capacity and institutional relations with the UN, other international organizations, and governments.
  • Experience in UN inter-agency collaboration and coordination is an asset.
