Budget and Reporting Officer

Context:

Under the overall supervision of the Head of Resources Management (HoRM), the direct
supervision and guidance of the Resources Management Officer (RMO) in Cox’s Bazar, and in
collaboration with relevant units at Headquarter and the Regional Office in Bangkok, the
successful candidate will be responsible and accountable for providing support for budgetary,
and financial management, monitoring and analysis, and reporting tasks for projects
implemented by the sub-office, Cox’s Bazar, Bangladesh.

Core Functions / Responsibilities:

1. Undertake preliminary financial analysis for all project activities in the Cox’s Bazar sub-office, bring any material discrepancies to the attention of the RMO and Project Manager (PM) and suggest necessary adjustments. Draft mission sustainability report at least six months in advance.

2. Coordinate new and revised project budget proposals with project managers and Program Support Unit, in coordination with the RMO.
3. Monitor the financial forecasting during project implementation phases and ensure all commitments of the project are actively monitored.

4. Coordinate donor financial reports for projects in accordance with IOM regulations and established procedures, in close coordination with the RMO and HoRM, as well as relevant units in HQs or Manila.

5. Respond to queries as appropriate with respect to financial aspects of the projects, liaise with external auditors wherever required.

6. Assist the HoRM and RMO in preparing annual budget proposals for the Mission.

7. Coordinates with the Regional Accounting Support (RAS) in Manila project review and checklist activities and liaises with Regional Office in Bangkok regarding the financial and administrative activities of the Mission.

8. Monitor and work with implementing partners and review their financial reports in accordance with IOM regulations and established procedures in line with donor requirements, in close coordination with programme colleagues and Grants team.

9. Provide eligibility costs guidance to relevant Finance, Grants and Program staff working under the project with recommendations and follow-up.

10. Prepares and submits monthly projectization for international staff, national staff, sub-contracted support staff, in close coordination with the RMO.

11. Coordinates and reviews projectization for all project staff (IOM staff and sub-contracted) provided by Program Managers

12. Reviews and verify funding availability and provides projectizations for recruitment of new international staff and consultants, and extensions of existing contracts.
13. Review existing business processes and propose improvements to higher-level staff to improve efficiency of operations.

14. In cooperation with relevant Program Managers, RMO and HoRM, coordinate and conduct trainings and capacity building opportunities for staff on budget and reporting related issues including but not limited to donor rules and regulations, internal policies, standard operating procedures, and regular monitoring.

15. Directly supervise and train finance staff in charge of project budgets.

16. Acts as an OIC in the absence of the Resource Management Officer.

17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration, Management or a relatedfield from an accredited academic institution with two years of relevant professional experience; or,
• University degree in the above fields with four years of relevant professional experience.
• Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in financial management, accounting and budgeting;
• Experience on Audit processes
• Experience preparing reports, budgets, statistics and coordinate administrative activities;
• Familiarity with financial oversight and public administration;
• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
• Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP (PRISM) highly desirable;
• Previous work experience in the region an advantage;

Skills

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
• Excellent knowledge of the IOM project management cycle;
• Good knowledge of UN and bilateral donor programming;
• Proven high-level representation skills, such as speaking at meetings and providing situational analysis;
• Advanced knowledge of Microsoft Office, especially Excel.

Languages

IOM’s official languages are English, French, and Spanish

For this position, fluency in English is required (oral and written). Working knowledge of Bengali
and/or other local languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
