About UOSSM:

L’Union International des Organization de Secours et Soins Médicaux (UOSSM International), since its establishment in 2012, has been providing humanitarian assistance, medical relief, and healthcare services to people affected by the conflict in Syria and Turkey, among other countries. UOSSM International is a non-governmental organization registered in France and has a country office (Mission) in Gaziantep with a capacity of 65 staff in Turkey, Gaziantep, and about 1800 staff inside Syria, providing health services to around 1.5 m dealers on an annual basis UOSSM International delivers services related to health, protection, nutrition, mental health, referral ambulance services and other interrelated ones. The organization has become one of the largest providers of medical relief services in Syria with an estimated annual budget of approximately 20 m USD. Our interventions include: 1) operating vital hospitals and several PHC centers in the northwest of Syria and delivering primary care, trauma care, and psycho-social support services, 2) supporting clinics and hospitals with medicine, medical supplies and operating expenses, 3) enhancing the capacities of subnational stakeholders, training and developing the human capital and medical practitioners caring for victims of war, 4) collecting data to improve the quality, quantity, and types of health services provided, 5) coordinating with partner organizations to ensure that aid reaches those in need, and 6) engaging with international bodies and the public for support. Furthermore, UOSSM International operates complementary projects to improve its services, such as solar systems for many health facilities.

Overall Responsibilities:

The Budget and Financial Reports Coordinator ensures the financial operations’ integrity. This is achieved by maintaining financial reporting and aligning it with relevant departments.

Key Responsibilities:

• Ensuring the implementation of all legitimate transactions according to the organization’s policies and donor regulations.
• Preparing a list of project transactions in coordination with management.
• Preparing financial reports for the assigned project and comparing the budget to actual project expenditures monthly.
• Coordinating with management to ensure monthly financial reports for the project are reviewed.
• Coordinating with project officers to verify purchase requests and match them to budget items in projects, ensuring sufficient financial coverage for monthly purchase orders.
• Conducting budget reviews for all assigned projects in coordination with project officers.
• Verifying that recruitment orders match budget items and ensuring salary coverage for the project’s duration, with sufficient financial coverage for salaries according to the approved salary scale in coordination with the HR department and program management as per the direct manager’s instructions.
• Preparing cash forecasts for all assigned projects in collaboration with the finance team and coordinating with program management.
• Preparing, reviewing, and submitting monthly financial reports to partners for all assigned projects.
• Representing the department in all meetings related to assigned projects, such as kickoff meetings or project tracking meetings, and providing feedback to the direct manager.
• Participating in designing project budgets according to the direct manager’s instructions and coordinating with project officers.
• Applying lessons learned in the project budgeting process according to the direct manager’s instructions and coordinating with project officers.
• Allocating contribution expenses according to the approved shared cost policy and updating the allocation periodically with management.
• Documenting cash requests/purchase orders/human resource needs.
Qualifications and Experience:

  • Minimum: Bachelor’s degree in accounting and/or Finance from an accredited college or university.
  • Three years of experience in the same field.
  • Experience in information systems or proven ability to quickly learn new systems.
  • Proficiency in automated accounting systems; advanced computer skills in word processing and spreadsheet programs (Microsoft Word and Excel required).
  • Excellent analytical, organizational, problem-solving, and deadline-oriented skills.
  • The successful candidate must be committed, detail-oriented, and driven to improve processes and deliver a quality product, as evidenced by previous work and educational experience.
  • Ability to effectively communicate information to project managers; strong communication and interaction skills.
  • Advanced proficiency in English and Arabic languages is required.
  • Good communication skills (written and verbal) in both Arabic and English.
  • Ability to work independently and as part of a team.
  • Turkish nationality Prefered
