Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Senior Resources Management Officer (SRMO) and in close coordination with relevant Units at Headquarters (HQ) and the Regional Office (RO) in Vienna, the Budget and Compliance Officer will be responsible and accountable for managing, overseeing and monitoring the budgetary activities of the Country Office (CO) and to ensure compliance with the International Organization for Migration’s (IOM) Rules and Regulations as well as with any donor-specific requirements.

Core Functions / Responsibilities:

  1. Manage and monitor the budgetary activities of IOM Ukraine, including the oversight of financial expenditure and accountability.
  2. Undertake financial and budget reviews and analyses of all activities and projects of IOM Ukraine and present the results to the SRMO, CoM, and other stakeholders, by employing viewer- and reader-friendly means, such as dashboards and interactive platforms.
  3. Generate and evaluate monthly budget reports for all projects and suggest remedial action to the relevant parties (SRMO, CoM, Project Managers, other resource management units such as procurement, etc.) to resolve anomalies and unusual trends.
  4. Prepare and lead internal review of all donor financial reports in accordance with IOM regulations and donor requirements and established due monitoring procedures.
  5. Coordinate the annual institutional budget submission for the CO and oversee the budget control across all projects implemented by the CO.
  6. Prepare budgets for all new programming in close cooperation with Project Developers and guide the Project Managers throughout the project cycle to ensure compliance with IOM’s policies and procedures and any donor-specific requirements.
  7. Prepare budget forecasts and cash flow estimates.
  8. Ensure funding is received in accordance with donor agreements.
  9. Maintain the reporting system to ensure timely provision of information to relevant Units within IOM.
  10. Ensure that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  11. Work closely with other Units of the CO, as well as other stakeholders as required in the performance of the budgeting and compliance functions.
  12. Liaise with relevant Units at HQ and RO Vienna with regards to the budgetary and compliance activities of the CO and develop and monitor the implementation of Country-specific budgetary compliance measures that complement existing IOM rules and regulations.
  13. Provide technical guidance to IOM Ukraine implementing partners on IOM budgetary management and financial compliance rules, as well as those of the relevant project donor.
  14. Assist the SRMO to facilitate internal and external project audits.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Accounting, Finance, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in finance, accounting and administration in the humanitarian assistance and complex setting; or emergency programmes;
  • Practical experience in IOM or an intergovernmental field-based organization and administrative and financial management, budget monitoring and internal control procedures;
  • Experience in preparing clear and concise reports, supervising staff and coordinating administrative activities;
  • Previous experience in the region an advantage.

Skills

  • High level of computer literacy, in particular, experience in computerized accounting systems and software;
  • Knowledge of SAP highly desirable;
  • Knowledge of IOM/United Nations (UN) regulations, policies and procedures;
  • Good communication and writing skills;
  • Excellent analytical and decision-making skills;
  • Excellent communication skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Ukrainian and Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
