Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a Blue Carbon Objective Leadposition on an anticipated five-year USAID-funded Somros Baitang activity in Cambodia.

The purpose of this activity is to conserve biodiversity and reduce greenhouse gas emissions from land use change in Cambodia. The Activity will work to fulfill this purpose through three potential complementary objectives: 1) Improve livelihoods development including community-based ecotourism; 2) explore the possibility of generating “blue carbon” credits for use by the coastal and riparian communities; and 3) reduce human wildlife conflict, snaring, and bushmeat consumption. The request for proposals is anticipated to be released in early in 2023, with project start-up activities expecting to begin in October 2023. This position will likely be based in Phnom Penh, Cambodia.

The Blue Carbon Objective lead will be responsible for overall supervision and implementation of activities under USAID Somros Baitang Objective 2. They will report to the Chief of Party and will work closely with the technical team members located in HQ, to support high quality coordination and mentoring of technical staff in the Somros Baitang field offices.

Responsibilities:

*Contribute to REDD+ project design by mapping out potential blue carbon intervention sites nationwide.

*Establish a REDD+ project evaluation process to assess the carbon potential for potential blue carbon projects and advising on the modelling of biophysical characteristics.

*Identify, document and review proposed project activities and collect supplemental materials, including national REDD+ activities, policies, initiatives, and plans relevant to nested REDD+ and/or project REDD+.

*Enumerate all REDD+ project assumptions and conduct a sensitivity analysis.

*Draft technical reports containing the results of REDD+ project operational, technical, financial and legal/policy feasibility assessment.

*Advise on blue carbon market linkages and opportunities for blended finance approaches to mitigate blue carbon investment risk for private sector actors.

*Execute other tasks as assigned by the Chief of Party or Deputy Chief of Party/Operations.

Qualifications:

*Master’s degree or PhD in in environmental science, natural resource management, biology, carbon finance, forestry, or related disciplines.

*Minimum of seven (7) years’ professional experience in marine and coastal zone management, forestry, conservation, or international development sectors.

*Experience with REDD+ project implementation and/or design and/or validation required.

*Sound knowledge of carbon market, REDD+ benefit distribution systems, and credit certification requirements is required.

*Experience working on international donor-funded projects required; experience working with USAID projects preferred.

*Experience gathering input and perspectives from diverse stakeholders within government, NGOs, and communities, through interviews, focus groups, and other approaches is required.

*Experience and knowledge of the Cambodian conservation and natural resource sector is preferred.

*Written and spoken fluency in English and Khmer.

*Cambodian nationals strongly encouraged to apply.
