The Program Manager will provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of an upcoming USAID/BHA Project. He will provide overall strategic direction in the design, management, implementation, and overall quality assurance of the project. He will oversee a team of experts and support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities, and ensure the program is compliant with USAID/BHA regulations. The position will be based in Haiti Port au Prince with frequent field travel to the program intervention area. The Program Manager will act as the primary point of contact with USAID/BHA Haiti with regard to day-to-day implementation and management matters relating to the award contract. He/she is supposed to serve as a key liaison with USAID/BHA, government counterparts, and local partners.

ROLES & RESPONSIBILITIES

  • Provide leadership and strategic direction to ensure the programmatic and financial integrity of the Haiti Integrated Humanitarian Emergency Response (HIHER): Food Assistance, WASH, Agriculture, and Early Recovery and Market Systems (ERMS)
  • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with USAID/BHA’s annual planning cycles
    • Serve as technical lead in designing, implementing, and overseeing the aspects of the project
    • Ensure compliance with USAID/BHA operational policies and regulations and compliance with the project results and oversight of project activities to achieve the stated objectives
    • Ensure the development of a strong M&E system, and program monitoring tools and put in place efficient systems to ensure high-quality implementation.
    • Develop and maintain strong working relationships with USAID, the Haitian Ministry of Agriculture, implementing partners, the UN organizations, private sector partners, and other key stakeholders in Haiti
    • Represent HIHER Program’s interests and present progress, achievements and lessons learned to key Haitian stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations
    • Provide technical leadership in the design, analysis, and synthesis of interventions
    • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve project objectives
    • Participate in relevant technical advisory, working groups with counterparts and partner institutions
    • Ensure day-to-day technical, schedule, and financial performance of the project in accordance with the scope of work and annual work plans
    • Collaboratively create and implement a strategic, long-term programmatic vision
    • Oversee preparation and supervision of project work planning, performance management, and strategic communications
    • Give verbal or written presentations as requested by the client and/or USAID/BHA to varied audiences regarding the project’s progress
    • Lead the annual work planning process in close collaboration with USAID, the Project team, and project partners
    • Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
    • Write and/or review technical components of materials and publications related to the integrated project and its development and oversee the preparation of periodic project reports to donors and other relevant stakeholders
    • Review all financial and logistical information periodically to ensure resources for project implementation are available and work with finance and project staff to develop and track project budgets and ensure the project is implemented in budget and on time
    • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results and establish a culture of data for decision making
    • Other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Master’s degree or equivalent in, Rural Development Studies, Agronomy, Agribusiness, Agricultural Economics or relevant field is preferred
    • Minimum 10 years of professional work experience managing integrated agricultural & Economic Recovery development projects with demonstrated management experience in managing relevant and complex USAID and other donor-funded development programs, particularly in complex environments.
    • At least 7 years of demonstrated experience managing operational, project management, and administrative duties for U.S. Government-funded projects or similar internationally funded programs
    • Proven experience in managing complex Agriculture, Economic Development systems strengthening involving coordination with multiple program partners
    • Leadership skills in designing, implementing and monitoring and evaluation of donor-supported programs as well ability to manage programmatic and financial reporting requirements
    • Experience in hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
    • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts, and representatives from other key stakeholders such as NGOs, UN Bodies, the private sector, and other donors
    • In-depth knowledge of USAID projects, regulations, compliance, and reporting
    • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
    • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
    • Fluency in English and French in reading/writing/speaking is required with excellent oral and written communications skills
    • Proficiency in Microsoft Office and statistical software
    • Ability to travel nationally and internationally as required
    • Successful track record of leading USAID or other US Government-funded projects preferred
    • Demonstrated technical and management expertise in agricultural and/or Economic Development and resilience-strengthening projects, in Haiti, the Caribbean, or similar development contexts.
    • Proven leadership skills in building and managing programs, high-level relationships, and motivating diverse teams.
    • Proven ability to liaise with USAID and other donor clients, host country governments, and diverse sets of public and private sector stakeholders.
    • Demonstrated ability to collaborate across projects, be flexible, and creative, and successfully lead an intercultural team in complex development contexts.
    • Demonstrated knowledge and skills in financial planning and management, human resources, procurement, and other management support areas/functions.
    • Ability to communicate effectively, instilling trust and confidence.
