Job Tittle: BHA Finance Manager

ROLE PURPOS:

Leading the Financial Management activities of BHA funded award. S/he will be expected to lead on all aspects of BHA finance activities. The post holder will play a key role in building capacity for the finance team in USG rules and reg’s at CO and field level.

KEY AREAS OF ACCOUNTABILITY:

  • Oversee all accounting and financial management of the project, including adherence to all USG rules and regulations, SCI policies and procedures and financial reporting requirements.
  • Responsible for developing project tracking systems including budget reports, financial reporting, financial analyses, forecasting tools.
  • Work closely with the Project Director in projections and forecasting analysis of award per partner, per location.
  • Work closely with the CO finance staff to establish and maintain strong financial procedures and reporting practices.
  • Responsible for developing project partner financial reporting and record keeping procedures.
  • Support the Organizational Capacity Assessment process, ensuring all BHA partners are able to meet funding requirements of SCI and USG requirements
  • Ensure capacity gaps and weaknesses are identified and work with key stakeholders to ensure appropriate mitigation measures are in place
  • Work with partnership team to ensure that organizational development plans are in place, and take a leading role in all capacity building for partners in financial systems and process
  • Regular visits to partners to provide guidance and mechanism to develop and maintain a robust financial system, controls to ensure efficiency, reliability and transparency of financial data in accordance with SCI guidelines.
  • Ensuring partner reports are received timely, reviewed and posted on system on timely basis.
  • Responsible for partner expenses forecast each month and ensuring sufficient funds are available with partners to conduct activities.
  • Responsible for review of partner proposal budgets and amendments ensuring internal sign-off process is followed.
  • To facilitate internal / external auditors during internal / external audits;
  • Representation of finance in procurement committees for all BHA award procurements as delegated by Finance Director.
  • Prepare realignments along with program staff for SCI Budget or Partners budget if needed.
  • Representation Finance in the BvA meetings while ensuring that actions are addressed after BvA meetings.
  • Providing support to Finance director in preparation of Master budget, and forecast processes.
  • Drafting the staff allocation for all BHA staff and ensuring allocations are provided to Finance manager in Country office for clearance of balance sheets holding accounts.
  • Responsible for the timely and complete preparation of monthly, quarterly, and annual donor and SCI financial reports in accordance with Save the Children policies and guidelines.
  • Maintain regular communications with all members of Area office and ensure that timely and complete financial support is provided.
  • Conduct Budget holders training and advice BHA budget holders on financial aspects

of awards management.

QUALIFICATIONS AND EXPERIENCE:

Essential

  • MBA Finance, ACCA/ACMA Part qualified with 10 years of post-qualification accounting experience.
  • Experience of and well-developed skills in staff management, supervision and capacity building
  • Proven track record of supporting a senior management team, and providing strategic support across multiple sectors and/or regions
  • Knowledge of the requirements of the major donors and experience in budgeting and reporting to donors.
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teamsDesirable
  • Experience working with financial systems. i.e. Agresso, Sun system.
  • Fluent in English.
