BHA Consortium Director, Ukraine

ROLE PURPOSE:

In the onset of the conflict in Ukraine, over 7.5 million people have become displaced within the first 2 months. Save the Children is rapidly scaling up a multi-sectoral response through a large-scale consortium, with a focus on Protection, Health, Nutrition, WASH, Shelter and Multi-Purpose Cash Assistance (MPCA). The consortium is a partnership between four international NGOs and several national implementing partners, With a key focus on protection to expand the reach of holistic, lifesaving services throughout Ukraine by capitalizing on complementary expertise and skill sharing across the partners. The Consortium requires a strong leadership and coordination structure in order to operate effectively and deliver on its goal to protect and provide lifesaving assistance to conflict-affected people in Ukraine-including children, women, people with disabilities, LGBTQ, and vulnerable men- by enabling access to basic services and protection through adaptable, multi-sectoral, and integrated response modalities. A Consortium Management Unit will provide overall direction and partner management, and will establish technical, cross-sectoral and operational fora through which consortium partners will coordinate interventions.

The BHA Consortium Director will serve as the team leader of the consortium as a whole, representing the interests of the partnership and ensuring it works effectively and efficiently across member agencies as it aims to reach the key deliverables of the program. The Director will provide overall consortium management, and will be responsible for overseeing the strategic vision of the partnership as determined by the Consortium Steering Committee. The Director will also chair working groups and represent the consortium in external fora as well as with donors.

The Consortium Director will lead the consortium program management unit, hosted by Save the Children and accountable to Save the Children as well as the Consortium Steering Committee (Danish Refugee Council, Right to Protection, HIAS and UK-Med).

The role holder should be an effective communicator with exceptional team building and coordination skills. They are responsible for building and managing the relationship between the international and national NGOs, implementing a vision for an integrated and protective response to the Ukraine humanitarian crisis. They should be detail-oriented with excellent planning skills and should be experienced in networking and donor representation. They will ensure effective management of the contractual relationship between the partners and Consortium donor, the delivery of high-quality programming, and compliance with donor regulations.

The role holder will possess a high-level of adaptability and be able to adjust to a constantly changing working environment, excelling in prioritization, problem solving, attention to detail and strategic vision. The role holder should have previous experience in implementing programs in insecure and conflict contexts.

Reports to: Ukraine Protection Consortium Steering Group

KEY AREAS OF ACCOUNTABILITY:

STRATEGY & PROGRAM DEVELOPMENT

  • Build a strategic vision and provide the operational leadership to set up and operate the Consortium;
  • Participate and lead project design and kick-off efforts, ensuring alignment to the Ukraine response strategy;
  • Build implementation momentum by harmonizing implementation strategies and plans across all partnerships;
  • Develop and manage a clear system for tracking and reporting against deliverables;
  • Oversee the strategic vision of the partnership, in coordination with the Consortium Steering Committee;
  • Establish and maintain strong and transparent communication with consortium partners.

CONSORTIUM LEADERSHIP

  • Coordinate closely with the Country Directors and other Senior Members of the Ukraine Response within each agency to build strategies and ensure they are understood and guide decision-making throughout the response;
  • Provide leadership to increase coordination, collaboration, communication and harmonization of Consortium programming and operations inside Ukraine;
  • In line with partnership principles, ensure the integration of local partners in the appropriate design, implementation, monitoring and capacity strengthening of the project, assuring alignment to project scope;
  • Build consensus around a common vision of what shared success in the Ukraine response looks like, including development and tracking of appropriate indicators;
  • Build consensus around project priorities to improve the delivery of assistance and ensure consistent strategies and approaches;
  • Provide oversight to ensure the Consortium is able to meet donor and internal obligations on scope, time and budget, including efficient coordination on common program, operational and funding issues;
  • Facilitate sharing and learning across member agencies to incorporate learning from the project, in project design and management;
  • Set-up and engage the Steering Committee in ongoing contextual analysis that enables project teams to adapt to significant changes in the geopolitical/conflict environment;
  • Create and maintain systems to ensure efficient and transparent capture of program data for management decision-making and timely and informative internal and external reporting;
  • Create and maintain systems to ensure technical coherence and synergies amongst programs and promote creative programming across the program’s portfolio;
  • In coordination with the Steering Committee and relevant coordination bodies, engage in strong representation with key donors, and international and local NGOs and networks.

REPRESENTATION AND COORDINATION

  • Represent the consortium with various external groups including BHA, governments, and coordination bodies, as needed;
  • Share Consortium learnings with the greater humanitarian community;
  • Chair Steering Committee and Technical Working Group meetings as required.

PROGRAM MANAGEMENT

  • Manage the contractual agreements with partners and Save the Children;
  • Oversee operational planning for ongoing program activities across the consortium;
  • Manage and oversee the recruitment of Consortium Management Unit team members;
  • Ensure that program implementation is conducted with the respect to grant agreement and timeframe;
  • Ensure a robust monitoring, evaluation, accountability, and learning system is in place, including gathering data for case studies;
  • Conduct planning and progress review meetings;
  • Ensure adherence to all SCI procurement, logistics and administrative regulations related to programming.

Finance and Compliance Management

  • Ensure the consortium is in line with BHA and SCI compliance rules and regulations;
  • Oversee the consortium overall budget and ensure partner expenditures are in line with agreed upon budgets;
  • Monitor expenditures and forecasts;
  • Work closely with the Finance and Compliance team members, SCI finance and grant teams, and SCUS to ensure timely financial reporting on behalf of the consortium.

    Security

  • Ensure compliance with security procedures and policies as determined by Ukraine response leadership. Proactively ensure that team members operate in a secure environment and are aware of policies;

  • Ensure that security information that could affect programming is shared with all Consortium members.

QUALIFICATIONS AND EXPERIENCE

Essential

  • BA/BS or equivalent in international studies, economics or other relevant field; MA/S preferred.

  • 5-7 years of international relief and development program management experience; previous experience in managing consortiums preferred

  • Understanding of USAID and BHA rules and regulations

  • Demonstrated leadership skills and ability to make decisions quickly and effectively with the ability to determine impact on project

  • A proven ability to deliver projects on time / on budget, using project management processes and tools including risk management, benefits management, financial management and quality assurance

  • Demonstrated experience in external representation, including with international and national NGOs, donors and other governmental stakeholders

  • Experience directing others in how to lead their own projects

  • Professional proficiency in spoken and written English, with proven ability to effectively and accurately communicate with both technical and non-technical stakeholders and staff

  • Demonstrated success in self-directed and results-driven initiatives with a strong customer focus

  • Proven success in handling multiple competing priorities and working well within tight timelines
