Job Summary:

The Benefit Specialist provides expert HR support and acts as a first point of contact for employees and managers to the GPR Operations team, helping staff navigate HR/Benefit initiatives, policies, and procedures, as well as provide insight on compliance processes. The Benefit Specialist also ensures smooth and accurate processing of employee-related transactions throughout the employee lifecycle. The position focuses on building relationships and partnering with employees, management and vendors to meet agency objectives and serve the mission. The role assesses and anticipates HR-related needs by identifying gaps, diagnosing root causes and proposing means to develop integrated solutions.

Job Responsibilities:

  • Responsible for creation and maintenance of all US Benefits business process documentation, including process maps/workflows, standard operating procedures, and project plans for Benefit Initiatives; ensure compliance to multiple regulatory requirements (i.e. GDPR, SOX, etc.).
  • Act as a point of contact for employee Tier 1 questions related to Benefit enrollment, vendor questions, Open Enrollment, and Leave of absences.
  • Actively manage the Benefit department’s intranet/employee portal in ADP, including designing content and making updates to provide a positive, user-friendly employee experience.
  • Support compliance reporting for key state and federal requirements
  • Assist in the preparation of various HR documents, such as individual employee communications, employment actions and HR policies.
  • Support compliance related reporting and auditing
  • Perform quarterly audits and reconciliation of HR data relating to benefits and payroll.

External: HR Professionals, legal counsel, local/state government offices, vendors and consultants

Qualifications

Basic Qualifications

  • Associate’s Degree in Human Resources, Business, a related field, or equivalent education and experience, Bachelor’s Degree, preferred.
  • 7 or more years of experience in HR/Benefits, preferably in Tier 1 HR support process development
  • Knowledge of principles and practices of human resources management, including Unemployment, Compliance, and Employment Action Processing
  • Proficient use of MS Office. HRIS experience or other database experience a plus.
  • Advanced knowledge and experience with web applications, Microsoft Excel, PowerPoint, SharePoint, and Visio applications.
  • Experience with ADP and Oracle HCM or related cloud based HCM a plus.
