Background

The Operational Committee of the European Union (EU) Regional Trust Fund (EUTF) for Syria has approved the new program on Gender-Based Violence (GBV): “EUTF support to protection and prevention systems, policies and services, for boys, girls, men and women in Jordan.” The first objective of the program is “to improve access to comprehensive gender-sensitive prevention and protection services for refugees and host communities”, and is being implemented by the Spanish International Agency for Development Cooperation (AECID) under the title “Improving Access to Comprehensive Gender-based Violence services in Jordan”.

All activities of the project contribute to two main outputs:

  1. Vulnerable communities have access to quality legal, medical and psychosocial services. (GBV Prevention and GBV Response)
  2. Frontline service providers have increased and enhanced their capacities on protection referral services and prevention tools on issues related to GBV (Capacity Building

The project covers the areas of Irbid, Zarqa, Amman, Tafilah, Karak and Aqaba, and it is implemented through 3 national CSOs and 3 CBOs, in addition to the National Council for Family Affairs and the EuroMed Feminist Initiative. The Responsible Body of the Action is AECID, which is represented by the Technical Cooperation Office of the Spanish Cooperation in Jordan. AECID is in charge of the overall project implementation and achievement of project objectives and has commissioned the task of the Project Management Unit (PMU) to UNFPA Jordan, acting as the technical assistance for AECID and focal point for the technical coordination of the activities and monitoring of the implementation by the different partners.

The baseline study will be conducted to generate quality evidence around the project two outcome-level indicators:

  • % of women reporting increased awareness of available services, disaggregated by age and community of origin
  • % of beneficiaries reporting an increase in accessing available services, disaggregated by age and community of origin
  • The specific objective of the action is to improve access to comprehensive gender-sensitive prevention and protection services for refugees and host communities. The services mentioned here are specific GBV ones, in particular psychosocial support, legal, medical and shelter services.The baseline is intended for Project Implementation, technical team, Steering Committee, Civil Society Organizations, Services providers, government and GBV survivors**.**

The purpose is to provide a benchmark from which to measure progress of the project towards meeting the desired objectives.

Objectives of the Assignment

1. To identify the status of awareness of available GBV services provided by the project partners in the target areas;

2. To identify the status of access to GBV services provided by the project partners in the target areas

Methodology of the Baseline Study

In order to conduct the baseline survey, the following methodologies can be utilised:

  • Desk review on the situation of GBV both in humanitarian and development context,
  • Key informant interviews (KIIs), stakeholder consultations and other participatory methods,
  • Focus Group Discussions (FGDs) with beneficiaries, especially women, refugees and migrants, host communities, as well as men and boys, and-or any relevant stakeholders.
  • Survey with target communities, including KAP surveys

The hired consultant/consultancy firm will be responsible for finalisation of the survey methodology in consultation with AECID and the PMU.
