Description of the mission/project

HI is deploying a multisectoral response, covering:

  • Armed violence reduction and humanitarian mine action
  • Integrated trauma-based PSS and Rehabilitation work
  • Support to health centers
  • Inclusive humanitarian action support (Humanitarian-to-humanitarian service)
  • Basic needs (Hygiene, NFI, Cash).

The AVR Specialist will implement the following activities under the AVR pillar:

  • Land contamination impact survey
  • Delivery of CPP messages
  • Provision of EORE to conflict affected communities on the risks and effects caused by EO;
  • EORE Safety Briefings for Humanitarian Actors operating in areas suspected or confirmed to be contaminated by EO

Objectives of the position

Based in Vinnitsa, and with frequent travel to other operational bases in Ukraine, the AVR Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.

You will be responsible for the following:

  • You support the Ukraine mission to develop its strategy, especially with regard to EORE intervention and contributing more widely to its conflict-sensitive AVR strategy.
  • You are responsible for the technical framing, dissemination, support and regular follow-up (quality insurance) of the risk education activities;
  • You oversee the development and adaptation any technical and IEC material necessary to implement the EORE and CPP activities
  • You build the capacities of RE Project manager and RE agents through face to face or remote trainings and coaching;

You coordinate with other RE and AVR actors and represent HI internally and externally, whenever necessary.

Missions:

  • Youcontribute to the mission strategies
  • You ensure technical support to projects in line with the global technical frameworks and standards on EORE and CPP
  • You will lead team management and internal coordination
  • You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under EORE activities
  • You contribute to the local external prestige and influence of HI’s expertise in the field of EORE and CPP
  • You ensure the development of major opportunities or new projects in the region in EORE and CPP

Profil:

  • At least 3 years of field professional experience in humanitarian mine action (EORE, Non-Technical Survey, CPP, Victim Assistance, etc)
  • Bachelor’s degree or preferably Master’s degree
  • Knowledge of AVR including Conflict Transformation.
  • Previous experience in the design and implementation of community focused and community based EORE activities is mandatory. Professional experience with IEDs in an EORE context is a strong asset
  • At least 7 years of professional experience, including work in low-to middle-income countries. Previous experience in East Europe is a strong asset

If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount or Medical coverage with 50% of employee contribution o Repatriation insurance paid by HI

  • Salary from 2 750 € gross/month upon experience
  • Perdiem: to be determined
  • Hardship: 550 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R to be determined
  • Unaccompanied position
  • Collective housing taken in charge by HI
