Control Arms
JOB DESCRIPTION:
The overall responsibility of this consultancy position is to provide visionary leadership and effective management of the ATT Monitor project. The Project Lead will develop and execute annual ATT Monitor work plans, ensuring that all activities align with the strategic goals of the project. In addition, the Project Lead will play a leading role in the long-term strategic development of the ATT Monitor project, working in concert with the Control Arms Director and the ATT Monitor Editorial Advisory Committee. We seek a proactive, innovative individual who will actively engage and strategize on the advancement of the ATT Monitor.
This is a one-year consultancy with the possibility of extension.
REPORTS TO: Control Arms Director
PRIMARY RESPONSIBILITIES:
PROJECT MANAGEMENT (25%)
- Supervise and coordinate the work of the ATT Monitor staff, consultants, peer reviewers and other contributors.
- Lead the production of ATT Monitor Annual Reports, including developing production timelines, managing peer review, fact-checking, copy-edit and translation of report content.
- Oversee the final-editing and design of the ATT Monitor Annual Reports.
- Ensure the accuracy and integrity of arms transfer data in ATT Monitor reports through rigorous fact-checking processes.
- Draft and negotiate contracts and Terms of Reference for ATT Monitor consultants and service providers.
- Oversee the financial management of the ATT Monitor project, including budgeting, cost projections and financial reporting.
- Develop and implement robust monitoring and evaluation mechanisms for all ATT Monitor project activities and publications.
RESEARCH MANAGEMENT (25%)
- Provide strategic research direction and guidance to ATT Monitor staff and consultants.
- Coordinate and manage the annual ATT Monitor Editorial Advisory Committee meetings, ensuring alignment of content and strategic goals.
- Lead the development and review of content outline of ATT Monitor Annual Reports, in collaboration with the Editorial Advisory Committee.
- Plan and oversee the production of case studies and other written outputs that complement the Annual Reports.
- Contribute original research to the Annual Reports and other project outputs, as needed.
- Review and develop in-house methodologies for ATT Monitor publications.
- Communicate the ATT Monitor’s findings to a broader audience, through presentations, media engagement and other platforms.
PLANNING AND IMPLEMENTATION (40%)
- Lead the strategic development and implementation of the ATT Monitor Project and plans, ensuring its relevance in the CSP process and utility to States.
- Develop comprehensive annual work plans, agendas, budgets and forecasts aligned with strategic policy goals
- Build and maintain strong relationships with key partners, ensuring that the ATT Monitor project complements and contributes meaningfully to broader international arms control efforts.
- Maintain and expand relationships with donors, leading fundraising efforts and ensuring timely grant reporting, with input from the Control Arms Director.
- Oversee the development and management of the ATT Monitor digital presence, including its website and social media platforms.
- Identify and pursue new partnerships and opportunities that align with the project’s strategic objectives.
POLICY COORDINATION (10%)
- Develop broad policy recommendations grounded in ATT Monitor research and data analysis, and aligned with the Project’s strategic goals.
- Serve as the representative and spokesperson for the ATT Monitor at international and regional fora.
- Engage and collaborate with policy experts and partners within the ATT Monitor and Control Arms networks.
SKILLS AND EXPERIENCE
- Graduate degree in international affairs or relevant social sciences.
- A minimum of four years of experience in a relevant field, with demonstrated expertise in project/programme management, budgeting, and fundraising.
- Research, writing and strategic thinking skills.
- Experience in developing monitoring and evaluation methodologies.
- Experience working in civil society or international organizations, preferably in the disarmament, arms control, human rights or humanitarian fields.
- Knowledge of the ATT and/or conventional arms export controls.
- Experience managing diverse teams, including staff and consultants.
- Excellent oral and written communication skills in English; proficiency in another language, and (preferably Spanish, French or Arabic) is highly desirable.
- Demonstrated ability to communicate complex ideas clearly and effectively, both in writing and orally, to a variety of audiences, including donors, partners, and policy experts.
- Strong interpersonal, intercultural and relationship-building skills.
- Excellent organizational and time-management abilities.
EXPECTATIONS FOR THE POSITION
- Stay informed about trends and issues in international arms control and disarmament, proactively positioning the ATT Monitor as a leading publication.
- Take a hands-on approach, providing comprehensive oversight of all aspects of the ATT Monitor’s work.

- Be available for periodic travel, with an expectation of up to three weeks per year.
- Maintain regular communication with the ATT Monitor and Control Arms teams and be available during core working hours, with flexibility for collaboration across different time zones.
- Committed to upholding the highest ethical standards and integrity in all aspects of the role, particularly in research, reporting, and stakeholder engagement.
LOCATION
This is a remote consultancy position. Control Arms will not provide office facilities, outside of the existing Geneva office and will not cover relocation costs. Candidates based in Europe must be registered consultants.
