CONTEXT :

Atlas Logistique is an operational unit of Handicap International – Humanity and Inclusion (HI), specialized in the delivery of aid, in support of organizations and the humanitarian system. Our mission is to maximize the impact of aid by optimizing supply chains and opening up humanitarian space to the most difficult-to-reach populations. We develop innovative solutions adapted to acute and chronic crisis contexts, in close collaboration with humanitarian, private and public actors.

Since October 7 and the escalation of violence between Israel and Hamas, HI/Atlas Logistique (AL) has sent a logistics needs assessment team in Egypt and in Occupied Palestinian Territories. To support and facilitate the humanitarian aid delivery as close as possible to conflict-affected populations in Gaza Strip, Atlas Logistique is launching common storage solutions in Gaza Strip (including medical products storage with temperature control and cold chain) and Egypt.

Mission established in the 1990s in Egypt. Registered under Ministry of Solidarity. Operating in four core sectors of intervention: Early Childhood Development, Inclusive Education, BaNEREI and Rehabilitation; including activities in “secondary” sectors (MHPSS, IHA, accessibility, Inclusive Governance)

Key elements for consideration: team quite junior (especially managers and expected project managers under recruitment), PRM-second pillar includes new modality of intervention and new location (for the mission). Development context in which development aid interventions are mainly led by IO in support to the governments to support systemic strengthening (minimum role of INGOs and restricted work of local NGOs to charity/service provision). Thus, so far “humanitarian” work has been defined as what address the needs of refugees (even these do not fall anymore under emergency”). Current situation od massive arrival of refugees in Egypt is new and is the subject of high political stakes, as well as humanitarian coordination stakes.

MISSIONS :

Reporting directly to the Egypt Country Manager, the Storage Platform Project Manager supports the Atlas Logistique platform teams on the operational planning, implementation and monitoring of HI/AL’s operational strategy. To do so, s/he supports his/her team to ensure optimal quality, effectiveness and impact of the project implemented and to contribute to the sound management and effective functioning of the organization in the Gaza Response context.

S/he is in charge of:

  • Overseeing the overall implementation of the storage component of the logistics platform project, and in particular the operationalization of storage services to other humanitarian stakeholders and smooth running of storage facility;
  • Ensuring the implementation of the project activities complies with HI / AL quality standards and policies, as well as funding agencies’ requirements, suggesting and implementing technical and operational adjustments accordingly;
  • Ensuring continuous project monitoring (including progress against indicators/objectives of the project, key performance indicators, budget monitoring, etc.), supports the conduct of project outcomes/impact evaluation and lessons learning exercises, and ensure processes to ensure accountability towards stakeholders of the project (user organizations, funding agencies, etc.) are in place and respected;
  • Ensuring the management of the project team and the development of their skills;
  • Taking part in the coordination between humanitarian logistics actors, build and maintain strong links with the operational partners ;
  • Exploring operational development opportunities and support the opening of new advanced logistics hub following the evolution of the context.

The position based in Cairo with regular movements in the operational site.

– No major security concerns. No terrorist attacks targeting civilian since 2019.

– Strong control by local authorities of organizations and individuals.

– Movements forbidden in Sinai and in border areas.

PROFILE :

  • You hold a degree in logistics, supply chain, purchasing or production management from an engineering school, business school or an university.
  • You have 2 to 3 years of experience in logistic-related position (supply chain management, warehouse management or inventory management position).
  • You developed strong skills in logistics chain. You know how to document information flows of stock management.
  • You also have strong budget management skills.
  • You had the opportunity to develop your management skills.
  • We see your previous experience in NGO as a plus.
  • You have a good level of english
  • You also have strong analysis and problem solving skills;
