HI is currently present in Herat, Kandahar, Kunduz, Kabul and Nimroz. In Kandahar since 1995, HI is supporting a Physical Rehabilitation Center (PRC) in Mirwais Regional Hospital in Kandahar. In 2019, PRC supported more than 8000 people with physical impairments with the provision of prosthesis and orthotics, physiotherapy services and mobility aids / assistive devices. In Kunduz, HI responded to the emergency following the Taliban assault on the city and the hospital supported by MSF being bombed late 2015. HI is providing emergency rehabilitation in support to the regional hospital as well as psychosocial support to victims and their caregivers. In the last 4 years, this Emergency Mobile Team project was extended in all provinces of intervention
Nationally, HI is a strong actor Physiotherapy, MHPSS, P&O and Disability and Inclusion technical support and awareness. HI under the consortium TIQRA project (Towards Improved Access to Quality Physical Rehabilitation in Afghanistan) has supported the MoPH in enhancing quality of professional physiotherapists (PT) with designing curricula meeting standards recognized internationally, and a similar project to support training of prosthetics and orthotics (P&O) technicians. PT training as well as P&O technicians training aim to produce 200 PTs and P&O and 30 P&O Category II. In 2019, the TIQRA project was extended for a second phase up to 2022.
Afghanistan political and contextual environment have changed dramatically after the evens in August 2021. Severe economic crisis, drought and restrictions on international funding will change the social and political dynamics, as well as the onset of the winter and the impacts of the drought. The context will remain highly unpredictable for the foreseeable future.

DESCRIPTION :

Reporting to the Herat Area Manager, the Atlas Logistique project manager contributes to the implementation of the mandate and the 10-year strategy of HI in the country where s/he is based. S/he is responsible for implementing his/her project. S/he ensures optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the project manager shares responsibility for the sound management and effective functioning of the global organisation.
As part of its emergency response to the humanitarian crisis in Afghanistan, HI/Atlas Logistique wishes to optimize the delivery of humanitarian aid, particularly in the regions most affected by the conflict. For that, HI/AL is planning to open a logistic platform of storage and mutualized transport services in Herat.
The Atlas Logistique Project Manager will be in charge of launching the opening of these different services (recruitment, training and management of the project teams, identification and contracting of transporters, management of the warehouse, management of the partners’ requests for services, etc.) in the respect of the Atlas Logistique norms and standards and of the security risk mitigation protocols set up by HI in Afghanistan, as well as the management of the partner and beneficiary organizations of the platform’s services.
As Atlas Logistique project manager, you are responsible for :

• Operational and technical implementation of Atlas programming;

• Ensuring compliance with all contractual undertakings;

• Internal coherent coordination of the project and consistent management of the project’s teams in liaison with the mission’s logistics, administrative, financial and security services;

• Maintains collaborative relationships and effective external coordination of the programme;

• Compliance with the security regulations and legal frameworks in place on the mission and ensuring compliance on the part of your teams;

• Production of the project’s reports and knowledge capitalisation;

• Identify and analyze the logistical environment and the requirements of the different stakeholders to ensure that the project meets these needs;

• Develop new projects and budgets, prepare proposals and Concept Notes with the support of the mission coordination team based in Kabul in consultation with Atlas Logistique HQ.

PROFILE SOUGHT :

Qualification(s):

 Master degree in transport, humanitarian logistics, supply chain or any other relevant field
Experience :
 Minimum of 2 years’ experience in humanitarian project management
 At least 2 years’ experience in team management
 At least 1 year of professional experience in the humanitarian field is an asset
 Previous experience in Afghanistan is an asset
 Previous experience in high security context is an asset
Skills :
 Ability to work under pressure and in a volatile security environment
 Knowledge of the project cycle
 Knowledge of security management is highly recommended
 Sense of priority and responsibility
 Strong organizational skills
 Reactivity and flexibility
 Problem solving
 Multi-cultural teamwork
 Excellent communication and interpersonal skills
 Excellent written and oral communication in English, French an asset
 Perfect knowledge of the Windows environment.
