HI is engaged in supporting the Ukrainian population affected by the war: since February 28, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.

To date, HI continues the implementation of its program in two countries, Ukraine and Moldova, with more than 20 expatriates and more than 50 employees recruited on the spot.

More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need. With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.

Atlas Logistics provides the humanitarian community in Ukraine with shared storage and transport solutions (visit our website HERE). As part of its activities, ATLAS Logistics wants to develop storage and transport for medecines. Atlas Logistics has 2 temperature-controlled warehouses (one in Vinnytsia and one in Dnipro) and stores medicines in reefer in Dnipro (cold chain storage). Atlas also rents reefers in Kharkiv and Vinnytsia.

1- HI Ukraine Program:

Volume: 8-10M€/year – 155 staff

Partners: Ministries of Health, Social Affairs and Reintegration of the Temporarily Occupied Territories. Local organizations, hospitals, collective centers.

Ukraine’s Program is still young, so the main challenge is to structure the program and increase our capacity to implement activities all over the country with a priority to the East part of Ukraine which is the most affected by the conflict.

Since March 2022, HI/Atlas Logistique (AL) has been operating in Ukraine to offer logistical solutions to humanitarian organizations in order to facilitate the delivery of aid as close as possible to the most affected populations. Currently, with four logistics hubs in Vinnytsia, Dnipro, Kharkiv and Mykolaiev, HI/AL proposes mutualized storage (including cold chain and temperature controlled in certain locations) as well as transportation services (including in hard-to-reach destinations) to other humanitarian actors.

Atlas Logistique provides the humanitarian community in Ukraine with shared storage and transport solutions. As part of its activities, ATLAS has one two temperature-controlled and one cold-temperature storage warehouses (one in Vinnytsia and one in Dnipro,) one reefer container in Kharkiv and is also considering to expand its the medical products capacities.

2- The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks.

HI has 2 hubs, one in the East (based in Dnipro) and one in the West (based in Chernivtsi) and the coordination is in Kyiv. We have activities in other cities like Lviv, Vinnyitsia, Kharkiv, Poltava). HI staff is accommodated in guesthouses or in a hotel (depending on the location), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or very easy to reach).

Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time.

The security in Dnipro city and surroundings area of intervention remain relatively stable, indeed a large amount of air alarm tend to disrupt work and out of activities. Currently all HI expat are leaving in Hotel located in city center (10 min walk from office) that is equipped with proper amenities (no or few electricity or water cut, restaurant/coffee next door and underground shelter), while HI is looking for appropriate shared GHs.

Dnipro being a large Humanitarian hub for the east numerous international organizations are located there and social life (restaurant, café) is possible in respect of curfew (23:00 to 06:00), most of qualitative good and international food is available with several malls and lot of different restaurants that remain at walking distance from Hotel and office. Communication (phone, mobile data, internet) are working well. Currently HI have 14 international staff in Dnipro.

Missions :

We are looking for a Pharmacist H/F based in Dnipro ((with regular travels to Kharkvi and Mykolaiev).

Reporting directly to the Atlas Logistique Operations Manager, the Pharmacist H/F is in charge of ensuring that the implementation of the Atlas Logistique cold chain/temperature-controlled storage and/or transport activities comply with applicable national/international legislation and norms, of ensuring the implementation of a quality assurance system regarding these activities, support technically their implementation in close link with the Project teams.

Responsibility 1: Regulatory monitoring on pharmaceutical legislation

– Ensure compliance of cold chain and temperature-controlled storage facilities and adherence to GSP and national legislation regarding storage and transport of medical products.

– Support the transport PM in selecting carriers based on quality criteria, such as compliance with GDP.

– Provide humanitarian actors with updated information on national legislation regarding storage and transport of medical products.

Responsibility 2: Establish and update the Quality Assurance System

– Implement a quality assurance system, supervise or carry out self-inspections with results accompanied by proposals for corrective and preventive measures.

– Develop procedures for temperature-controlled storage and transport and ensure adherence to them.

– Train the Atlas Logistics teams in GSP.

– Issue alerts to the Operations Manager and the headquarters cold chain specialist in case of non-compliance with required quality standards or GSP.

– Set up a temperature and humidity monitoring system and alert in case of temperature deviation likely to have an impact on the quality of health products.

– Archive temperature curves and readings and send a monthly report on temperature and Good Storage and Distribution Practices for medical products to monitor recommendations.

Responsibility 3: Operationalization of cold chain projects

– Implement the cold chain and draft the process in close collaboration with the headquarters cold chain specialist.

– Implement contingency plans.

– Support the logistics team in selecting materials, systems, and temperature and humidity control devices.

– Support the logistics team in maintaining the necessary equipment for storing thermosensitive health products.

Responsibility 4: Communication & Representation

– Focal point for technical, legal, and scientific questions from partners regarding drugs and medical devices.

– Focal point for technical questions regarding the cold chain and conditions for preserving health products.

– Participation in donor reports.

– Representation of AL/HI activities in cold chain, transport, and storage of drugs and medical devices at the Health and Logistics Clusters level.

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

Profile

Qualifications :

  • Pharmacist Diploma (distribution/wholesaling specialization preferred)

Experience :

  • At least 3 years experience in the pharmaceutical sector, including cold chain storage
  • Excellent problem solving skills
  • Proven Experience in logistic
  • Good understanding of NGO principles
  • Ability to travel in the operational area
  • Good computer skills (Office, Google Maps)
  • Profesionnal capacities in Ukrainian or Russian would be an asset

Skills :

  • Excellent knowledge of the pharmaceutical regulation and the Good Distribution and Storage Practices
  • Good professional communication capacities in English
  • Knowing how to simplify and prioritize

  • 03 months International contract starting from may 2023

  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level as your monthly contribution with a maximum of 272.53€/month; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution; Repatriation insurance paid by HI
  • Salary from 2440€ gross/month upon experience
  • Perdiem: 527 € net/month – paid in the field;
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 8 weeks => + possible transport/package support.
