UNHCR is mandated by the United Nations to lead and coordinate international action for the worldwide protection of refugees and the resolution of refugee problems. Task description

Within the delegated authority and under the supervision of Talent Management Advisors or his/her designated mandated representative(s), the UN Volunteer will:

• Support and coordinate with UNHCR’s Senior Human Resource Partner /Talent Management Advisors in the respective Bureaux their need for data – in particular as this relates to identification of (national) talent, workforce experience and engagement related issues from onboarding to off-boarding (exit) including in relation to UNHCR Ukraine’s and surrounding operations.

• Proactively support HR analytics and provide advice and guidance on next level analysis – drawing data from other sources such as Linkedin and Coursera, among others – to help provide credible analysis of talent related issues.

• Support the development of credible narratives across the HR community linked to data and in support of innovative and data driven solutions to be piloted in UNHCR Ukraine’s and operations impacted by the Ukraine situation.

• Engage with internal and external partners in support of better HR analysis for Bureaux and Operations globally, in particular, work with GLDC’s HR Unit in support of HR community building and data/analytics capability development.

• Support and lead deep dives into talent data to uncover internal talent trends (e.g., talent movement, succession plans, development experiences, etc.) to drive informed decision making and link this to external work/workforce changes and anticipate/predict how this will impact the talent management approach for the region.

• Perform in-depth analysis of internal talent trends, gaps, and risks to facilitate talent planning to ensure the region acquires, retains, and develops the right people, at the right time, in the right role to match business needs at scale.

• Coordinate and assist with projects in relation to some operations’ learning, wellbeing and strategic goals including the preparation of communication channels and newsletters as well as the organization of online and face 2 face events for Ukraine and beyond.

• Coordination of ‘Accompanied Journey’ GLDC’s learning/talent management project for all Ukraine Situation Countries.

• Perform other related duties as required. Results/expected outputs:

• As an active GLDC team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including:

  • Regional Bureaux/Operational and Ukraine Situation Operations’ HR data needs identified and systems/procedures for analysis and dissemination developed.
  • Capacity development of HR community in data analytics.
  • Ad-hoc regional request for specific data analytics successfully met.
  • Data informed HR/operational decision making in Bureaux and Ukraine Situation Country Operations.

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.

• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Candidate must be a national of a country other than the country of assignment.

Requirements

Required experience

3 years of experience in the national and/or international level, experience with HR data / HR analytics an asset, as is experience working in the UN or other international development organization;

• From the 3 years of experience, a minimum of 2 years of experience from HR and people analytics, preferably in a larger organization, Government or Municipality engaged with people analytics and advisory and/or consulting like responsibilities. International exposure would be an added benefit as would fluency in UN languages. Level C2 English is a requirement. You must be a team worker and able to drive your own work agenda;

• Excellent oral and written skills; excellent drafting, formulation, reporting skills;

• Accuracy and professionalism in document production and editing;

• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
