The Global Fund

The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. We invest more than US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19.

As part of our mandate to fight the three diseases and increase access to quality-assured health products and services at affordable and sustainable prices, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.

The Global Fund’s Supply Operations Department, in collaboration across the Global Fund Secretariat, is responsible for the overall management of sourcing, procurement, quality assurance and supply chain related matters, including strategy formulation and implementation, development of policy guidelines and ensure compliances, drive innovation, sustainability agenda and new product introduction, and importantly support country capacity building contributing to a more resilient and agile national health care supply chain.

To implement the Global Fund’s 2023-2028 Strategy, Supply Operations has recently introduced a new operating model, aiming to achieve accelerated value contributions to the communities and people we serve more effectively and efficiently.

In support of the core Global Fund grant implementation the Secretariat develop and manage centrally coordinated programs and projects funded through operating expenses (Opex), catalytic investment (CI), GFPF and specific grant. The Indirect Sourcing team performs critical procurement functions in delivering commodities and services in close collaboration with Department and Divisions across the Secretariat. These include but not limited to ICT equipment and services, Facility and Financial Services, Employee Services, and Professional Services, with annual spend estimated at more than USD500Mio, with significant degree of complexity driven by the vast portfolio of services required by the organization and highly fragmented vendor base.

Under the supervision the Specialist Category Management, the Associate Specialist Category Management is responsible for the operational activities across the Indirect Sourcing team, in line with the specific category strategies to ensure best value for money, innovation and efficient procurement processes in compliance with the organization’s FMR framework and Procurement policies.

The Associate Specialist will work closely with the Specialist Category Management, in supporting the development of specific category plans. They will be expected to spend the majority of their time on the execution of operational procurement activities.

Key Responsibilities

Operational Procurement Management

  • In conjunction with the Specialists Category Management, implement the respective categories strategies to maximize value for The Global Fund:
  • apply efficient procurement processes
  • operationalize category management for addressable spend increasing penetration/value year over year
  • close engagement with their stakeholders responsible for vendor relationship management for the various contracts and suppliers
  • ensure that stakeholders are sufficiently informed around the respective procurement Policy, Regulations and Procedures and ensure compliance to same
  • support and advise the business in their procurement planning activities
  • ensure the most efficient and effective procurement processes are utilized in line with the prescribed Procurement Policies
  • ensure that all the relevant processes & approvals are complaint with our Procurement Framework, from an audit perspective.
  • maintain the relevant records in a timely and compliant way (e.g. ASL, category selection, procurement process etc) to ensure that the relevant KPI’s are met
  • contribute to innovation and continuous improvement opportunities within our end to end procurement process
  • ensure that the relevant risk controls and due diligence activities are undertaken at the appropriate stage of the procurement process.
  • Support the continuous improvement of Global Fund’s Procurement Policy, applying the public procurement principles and value for money framework while driving integrated risk approach.
  • Contribute to continuous improvement and simplification of procurement processes with streamlined approvals with adequate Procurement Delegation of Authority to ensure sufficient segregation of duties without bureaucratic overburden.

Qualifications

Essential:

Bachelor degree or above in business or similar

Desirable:

Working towards or full Member of Chartered Institute of Purchasing & Supply (CIPS) or equivalent.

Experience

Essential:

  • High level of procurement management experience (typically 3/5 years) on indirect materials, in a category management structure working within a matrix organization. Private sector experience beneficial.

Desirable:

  • Past experience in managing end to end sourcing process: RFP, RFI, RFQ etc
  • Experience in leading commercial discussions with both internal and external stakeholders in an effective and assertive manner

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
