Organizational Setting and Work Relationships

Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR. S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties

– Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports.

– Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media).

– Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.

– Participate in annual reporting and planning process.

– Work closely with Information Management to ensure accurate and attractive data presentation, including maps.

– Support the monitoring of UNHCR¿s partnerships and consolidate information about Partners¿ activities.

– Assist in the preparation of briefing kits and presentations for missions and visitors.

– Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors¿ contributions to UNHCR.

– Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting.

– Prepare and distribute minutes of meetings.

– Provide technical support, training and clarification on UNHCR¿s reporting policies and deadlines.

– May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.

– Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.

– Perform other related duties as required.

Desired Candidate Profile

In order to prioritize and summarize a large quantity of information, the incumbent is required to have understanding of both protection and operational issues, advocacy points and positions of UNHCR. Equally important will be proven experience in employing a range of reporting tools in humanitarian, human rights and/or development contexts. External interactions can be sensitive and will require diplomatic skills. The incumbent is expected to have a pro-active mature attitude and be able to perform well under stress.
To carry out effectively the functions of the position, the incumbent would have to demonstrate the following competencies:
• Solid knowledge of UNHCR policies and standards, in particular but not limited to, Public Information, External Relations, as well as Protection principles.
• Experience in report drafting and ability to consolidate information from various sources and prepare documents for publication in clear format and style.
• Good analytical skills and ability to quickly grasp the situation, gain contextual knowledge and utilize it in day-to-day work.
• Ability to build collaborative working relationships and leadership in inter-agency coordination setting which includes strong interpersonal, networking, skills;
• Excellent communication skills to enable smooth collaboration and cooperation with multiple interlocutors both within and outside UNHCR.

Nature of Position:

The Associate Reporting Officer reports directly to the Head of Sub-Office for Southeast Turkey in Gaziantep. S/He is responsible for preparation, consolidation, finalization, and publication of various reports produced at the level of UNHCR in southeast Turkiye, as well as for regular updating of Fact sheets, provincial fact sheets, as well as for standardizing the provincial protection strategies, in coordination with Protection Unit and the Field Units. Other responsibilities include direct engagement in preparation of various missions, including donors’ visits and other external visits to UNHCR in southeast Turkiye, in coordination with relevant units in Gaziantep and Ankara.

The incumbent will need to interact with a variety of actors and partners on a regular basis, including internal and external stakeholders.

UNHCR ‘s structure in SE Turkey includes a Sub-Office located in Gaziantep and three field units located in Gaziantep, Sanliurfa and Hatay (Antakya) respectively. The Associate Reporting Officer will be responsible for regular systemization of information received from various units, and as integral part of the duties regularly conduct missions to locations within the area of operation in coordination with respective Field units. Associate Reporting Officer reports directly to the Head of Sub-Office in Gaziantep. Area of Operations (AOR) of UNHCR operations in southeast Turkiye covers 10 provinces (Adana, Hatay, Osmaniye, Kilis, Malatya, Kahramanmaras, Gaziantep, Sanliurfa, Adiyaman and Mardin). The AOR is a home to 1,732,046 refugees from Syria (out of a total of 3,435,298 Syrian refugees in Turkiye) and about 13,000 refugees and asylum seekers from other countries (out of 400,000 in total in Turkiye). Refugees are largely residing in urban and semi-rural/ rural areas in the 10 provinces, except for 47,000 who continued to be accommodated in six Temporary accommodation Centers (TACs) in the AOR. Following the disastrous earthquake on 06 Feb 2023, many of the refugees have sought shelter in tented sites across the area, while previously decommissioned TACs have been reopened to receive earthquake survivors from both refugee and host communities.

Although English is the only essential language, knowledge of Arabic is desirable. Turkish would be an added asset.

Living and Working Conditions:

• On 6 February, two major earthquakes of 7.7 and 7.5 magnitude in Kahramanmaraş Province impacted eleven provinces in Türkiye’s southeast region and neighbouring Syria. Numerous aftershocks, including deadly ones, are continuing to negatively impact the situation in the region.

• A 3-month state of emergency was declared for 11 provinces affected by the earthquake on 7 February (Adiyaman, Gaziantep, Kilis, Hatay, Malatya, Diyarbakir, Adana, Osmaniye, Kahramanmaras and Sanliurfa as well as the province of Elazig).

• Turkish government is leading the response through coordination by the Disaster and Emergency Management Authority (AFAD). The Turkish Red Crescent (TRC) and several humanitarian organisations are working alongside AFAD. The Presidency of Migration Management (PMM) is coordinating the response with regards to refugees and asylum-seekers, among others.

• On 9 February, UNHCR declared a level 2 emergency which will remain in force for a period of six months until 8 August 2023.

• In alignment with the Türkiye Earthquakes UN Flash Appeal, which was launched on 16 February, UNHCR issued its Earthquake Emergency Supplementary Appeal covering requirements for Türkiye amounting to USD 150 million. The overall aim of UNHCR’s action is to improve living conditions of earthquake-affected people, and to assist those with specific needs, including among refugees, in finding and accessing necessary services including documentation and social protection.

Following the publication of the Flash Appeal, a coordination structure has been established under OCHA, with a limited duration, after which the 3RP coordination mechanisms will resume.

Location of the position is in Gaziantep. While in normal circumstances the duty station is classified as B category, following the earthquake a temporary classification as category E duty station was accorded to all locations in the southeast Turkiye. This temporary reclassification will be reassessed by June 2023. Two out of 13 Gaziantep districts (Islahiye and Nurdagi) have been badly hit during the earthquake, but the central parts of Gazinatep were largely spared of significant destruction, although a limited number of buildings in the city have also collapsed, and some others damaged.

The infrastructure and utilities in Gaziantep are largely preserved, and the city continues to benefit from efficient public transport system and smooth delivery of gas, water and electricity. Gaziantep is a regional industrial and trade hub, with thousands of businesses that have continued operating after the earthquake.

Gaziantep has a good network of health facilities, including both public and private hospitals, some of which offer more sophisticated services. Housing in Gaziantep is widely available, but due to economic downfall in most of 2022 and following the earthquake, rental prices have significantly increased.

Gaziantep also has a well-developed network of schools and is home to one of the largest universities in Turkiye. There are several private universities as well. However, education with international curricula is very limited and it may be challenging for families with younger children in need of adequate educational facilities in foreign language. English is not widely spoken, which may be challenging at times. However, people in Gaziantep are hospitable.

Current operational circumstances may require long working hours due to ongoing emergency mode.

Proximity to the Syrian border has led to a sensitive security in South-eastern Turkey since the Syrian conflict began. However, the level of general criminality is low. During the recent period the security situation in Southeast Turkey has been largely stable, with isolated incidents of deteriorated situation due to evolving security situation along the border with Syria. Following an increased engagement in the Syrian conflict by the Turkish Government the number of incidents targeting Turkish security forces has somewhat increased, but number of cross border incidents is rather limited in scale and frequency of occurrence.

The current security levels in Southeast Turkiye is Level 2, with some parts of the AOR (10 Km distance from the border area, plus Reyhanli and Mardin in the east) at Level 4. There are no known direct threats towards the United Nations and its staff in the area but vigilance and awareness is required in the changing security environment. Due to the relatively recent developments at the border areas, the UN staff in Gaziantep are advised to increase their precaution measures in general. Area Security plans and Security levels are being updated.

Gaziantep is a base for three UNHCR separate facilities- the SO Gaziantep (refugee operations), Resettlement Hub inaugurated in Dec 2022, and the Cross Border Operation that is engaged in the humanitarian interventions in Northwest Syria. SO Gaziantep provides support to Resettlement and Cross Border Operations through Admin and logistics functions, with occasional expansion to other types of support from various units in the office.
