Associate Reporting Officer

Organizational Setting and Work Relationships

Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR.

S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties

  • Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports.
  • Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media).
  • Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.
  • Participate in annual reporting and planning process.
  • Work closely with Information Management to ensure accurate and attractive data presentation, including maps.
  • Support the monitoring of UNHCR’s partnerships and consolidate information about Partners’ activities.
  • Assist in the preparation of briefing kits and presentations for missions and visitors.
  • Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors’ contributions to UNHCR.
  • Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting.
  • Prepare and distribute minutes of meetings.
  • Provide technical support, training and clarification on UNHCR’s reporting policies and deadlines.
  • May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.
  • Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Operational context

Occupational Safety and Health Considerations:

The general security situation in Ankara remains calm and stable, with security level assessed as 1 (Minimal) in line with the general threat assessment. Despite the recent complex attack against the government Ministry of Interior building in Ankara in Oct 2023, there is no change in the overall UN security level as the risk of collateral damage to UN/HCR remains at medium in such attacks, targeted at government security installations. The Turkish security forces are trained, well-resourced and effective. Although thefts and burglaries have been reported in Ankara from time to time, the crime rate is assessed as low and Residential Security Measures (RSMs) do not apply in Ankara. The UN is not considered as a direct target, although the situation can change rapidly due to regional and/or international developments. Protest demonstrations occur in parts of Ankara, against different socio-political and socio-economic issues. Hazard incidents including road traffic crashes, extreme weather conditions, and occasional stray dog bites remain a concern for the safety of staff. UNHCR security management is guided by the UN Common Security Management System and security advisories are shared with staff as and when required.

Nature of Position:

The position is located within Liaison Unit of the UNHCR Türkiye country office and reports to the Senior External Relations Officer.

Liaison Unit is mainly tasked with ensuring proper information flow, clear communication and messages in daily relationship with government interlocutors, other UN agencies, embassies and, as needed, also NGOs in follow up of the Senior Management’s engagement.

The Associate Reporting Officer ensures production and dissemination of briefing documents and regular information updates on UNHCR’s work in Türkiye, including internal and external situation reports, updates and fact sheets. When required, s/he will also draft talking points, background notes, meeting minutes and any other document in support of the Senior Management. In doing so, the incumbent will work closely with colleagues across the operation for the compilation, consolidation and analysis of information and with Regional Bureaux and HQ to ensure accurate information from the field is shared. The Associate Reporting Officer also makes efforts to orient and develop the capacity of other UNHCR reporting colleagues, also in order to ensure consistency of reporting products accross the operation. The incumbent may also work with HQ and regional Internal Communications units on events and activities, using the Internal Communications objectives to contribute to a wider understanding of UNHCR internal communications, both globally and within the Türkiye operation.

Living and Working Conditions:

UNHCR in Türkiye operates through a country office in Ankara with one Sub-Office in Gaziantep (Overviewing Adana FU, Sanliurfa FU, Gaziantep FU), one Field Office in Istanbul and one Field Unit in Izmir. The total number of staff in the operation is some 350, around 80-20% local-international staff ratio respectively, as well as around 7% of affiliated staff.

Climate in Ankara: Ankara has a continental climate with cold, snowy winters due to its elevation and inland location, and hot, dry summers. Rainfall occurs mostly during the spring and fall. Because of Ankara’s high altitude and its dry summers, nightly temperatures in the summer months are pleasantly cool. July and August tend to see the highest temperatures, exceeding 30°C / 86°F. Light cotton clothing is recommended for summer and light jackets may be needed for cool summer nights. For winter, warm clothes, coats and boots are recommended.

Particularly the central areas of the big cities in Türkiye are not very different from any other Western city. There is a good choice of hotels in Ankara and Istanbul but the choice is somewhat limited in many other parts of the country, except for summer resorts. The prices of hotels are subject to continuous changes due to domestic inflation and changes in the value of the Turkish Lira on foreign exchange markets.

The usual practice for renting an apartment is to consult real-estate agents or advertisements in the local English-language newspaper.

Single houses with surrounding gardens are very scarce in Ankara. When available, they are generally more expensive than apartments. Therefore, most international personnel live in apartments. New arrivals are usually able to find an apartment in about a month of arrival.

The main cities have a number of hospitals where well-trained specialists and surgeons in all branches of medicine can easily be found. Prescribed medicines are not always available in the hospital and may need to be purchased from a pharmacy.

Private clinics are generally well-equipped and offer services of an acceptable quality. There are also private hospitals of top international standards in Ankara and Istanbul. The number of this type of hospital is increasing day by day. Laboratory tests are available both in these hospitals and in established private laboratories.

There are only a few schools in Türkiye that cater to foreign residents. These range from kindergarten through primary to high school level. Courses are in one or more foreign language although some subjects are taught in Turkish in some schools. The American, British, French, and Pakistan Embassies sponsor their own private schools in Ankara.
