Org. Setting and Reporting

This position is located in the Donor Visibility Unit of the Partnerships and Resource Mobilization Branch (PRMB), Humanitarian Financing and Resource Mobilization Division (HFRMD) in the Office for the Coordination of Humanitarian Affairs (OCHA) in The Hague. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

Within the Branch, the Donor Visibility Unit leads donor visibility and recognition efforts for a broad range of donors and Member States who support humanitarian action . It promotes the value of coordinated humanitarian action, the humanitarian funds and financing leadership by telling value and impact stories, maximizing content opportunities and delivering high quality reports and tailored products (film-clips etc) that help donors illustrate to their audiences the value of their support. The Unit supports resource mobilization through creative products and timely outreach for launches, events, missions and campaigns .

The Associate Public Information Officer reports to the Head of Donor Visibility Unit.

Responsibilities

Within delegated authority, and under the overall supervision of the Head of Donor Visibility, the Associate Public Information Officer will be responsible for the following duties:

• Tracks, researches and analyzes information on assigned topics/issues; generates and analyses reports on digital platform traffic and key performance indicators (KPIs) using Google Analytics, Hootsuite, and other social media focused analytics channels; gathers information from diverse sources and helps to assess news value and other potential impact, as well as to evaluate the effectiveness of information campaigns.

• Drafts/compiles a specific type or types (e.g. print, broadcast, etc.), of information communications products for target audiences, to include press releases, media packets and reports, brochures, briefings, video clips, newsletters, websites, etc.

• Organizes the clearance, production and distribution of information material; conducts photo and graphic research; proactively creates editorial content (stories, photo galleries, advocacy images, campaigns, quote cards, video, graphics, etc.) and adapt for digital platforms.

• Prepares, on the basis of official UN documentation and other sources, initials drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books, including monthly dashboards and quarterly reports on performance and analytics of digital content, ensuring strategic use and management of platforms and accounts • In consultation with others identifies and proposes information opportunities, activities and approaches, taking into account the situation/topic and target audience.

• Identifies key contacts/constituencies and opportunities for strategic partnerships to facilitate communication efforts and maintains working relationships with the same.

• Organizes or participates in the organization of conferences, seminar, press briefings, interviews, etc.; prepares briefing materials for senior officials prior to their participation in such events.

• Responds to a variety of inquires and information requests internally and externally; prepares related correspondence.

Education

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.

Experience in online publishing, digital content management systems and applications, such as Hootsuite, Trello, Adobe Suite, SocialFlow or TweetDeck is required.

Experience in the use of graphic software such as Adobe Suite is desirable.

Experience with humanitarian communications, including advocacy on funding tracking or resource mobilization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
