Context:

IOM’s Protection Division (PXD), aims to contribute to promoting and upholding the rights of migrants including displaced persons and their communities, reducing protection risks and supporting Governments to manage migration by implementing preventive, responsive, remedial and standard setting actions. These actions are implemented through the 6 Protection operational pillars – thematic guidance, direct assistance, convening and dialogue, advocacy and communication, training and capacity building and data, research and learning, while adhering to the division’s core commitments of protection mainstreaming, accountability and inclusion, sustainability and systemic change and partnership and coordination. The Protection Division (PXD) oversees development of policy and technical guidance in these areas, provides programmatic support to IOM missions, and implements protection and assistance programmes of global relevance namely include the COMPASS program.

The Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS) programme, funded by the Government of the Netherlands, is a multi-year program implemented in 14 countries and designed to protect people on the move, combat human trafficking and smuggling, and support dignified return while promoting sustainable reintegration.

Under the overall supervision of the Head of Core Protection Unit and the direct supervision of the Senior Programme Manager (COMPASS), the Associate Protection Officer will be responsible for providing assistance in the implementation of global protection project activities.

Core Functions / Responsibilities:

  1. Compile and provide technical and administrative information to Country Offices to facilitate the preparation of applications for emergency funding for the protection and assistance of vulnerable migrants, and compare applications against the eligibility criteria and standing operational procedures of COMPASS, promptly notifying the supervisor of any issues.
  2. Track progress of cases, including monitoring both operational and financial activities in relevant information systems, and provide regular case management updates and information to Country Offices.
  3. Compile and provide information to Country Offices worldwide and relevant stakeholders as appropriate to assist in the effective planning and high-quality delivery of direct assistance services.
  4. Track specific cases through to case closure and assist in coordinating migrant satisfaction surveys as part of the accountability and lasting efficiency of programmes.
  5. Check compliance with MiMOSA registration processes and organize case files in line with IOM’s data protection principles, as well as complete other administrative tasks such as updating databases, discussing issues and collecting results.
  6. Provide updates to the Head of Core Protection Unit and the COMPASS Program Manager on current caseloads, special cases potentially requiring additional review, and other matters that may require additional intervention.
  7. Update standard operating procedures and case management templates, and provide administrative and logistical support to country Project Officers for the adoption and rolling-out of case management systems.
  8. Carry out preliminary analyses, and research and compile information to support the Head of Core Protection Unit on overall achievements of the Unit and realization of its strategic priorities.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Humanities, Law, or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in the humanitarian and development fields relating to migration, refugee, IDP issues, showing increasing levels of responsibility;
  • Experience in managing projects. Preferably in protection-focused projects;
  • Experience in Monitoring, evaluation, and reporting.

Skills

  • Excellent written and verbal communication skills and ability to effectively communicate with ateam;
  • Ability to manage own workload and work independently;
  • Excellent organization skills; analytical and creative thinking;
  • Computer skills and knowledge of graphic design are desirable;

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
