Position Title: Associate Protection Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall guidance of the Protection Coordinator and the direct supervision of the Senior Regional MPA Specialist for Middle East and North Africa, the successful candidate will provide assistance in the implementation of regional protection project activities.

Core Functions / Responsibilities:

  1. Assist in the donor-compliant implementation of activities under regional protection projects in close collaboration with the Protection Coordinator and guidance from other colleagues. Subject to funding confirmation, activities will include inter alia the development of regional tools, the organization of regional events, inception and review of research and technical guidance documents.
  2. Track and generate reports on the narrative and financial aspects of regional protection projects in accordance with IOM and donor policies, procedures, and visibility requirements in close collaboration with the Protection Coordinator.
  3. Carry out the preliminary technical review and day to day monitoring of protection projects inthe MENA region, under the close supervision of the Senior PXD RTS.
  4. Review the mainstreaming of protection in other IOM programmes and provide recommendations for inclusion and integration.
  5. Analyze and summarize specific research, legal frameworks, policies, and practices relevant to the Protection portfolio in the MENA region, particularly child protection, counter trafficking and alternatives to detention, to support the work of the Protection Coordinator and field based colleagues.
  6. Evaluate and document training needs on protection issues and the need for capacity building products for IOM field staff, implementing partners and other stakeholders in the MENA region.
  7. Attend protection-focused seminars and other relevant meetings of regional interest as requested.
  8. Undertake Duty travels to project countries as required.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in the field of migration and/or protection including migrants, refugees, internallydisplaced persons, victims of trafficking and child protection (required);
  • Experience with regional programs and / or working with different countries in Middle East andNorth Africa required;
  • Experience in delivering Protection trainings to internal and external audiences (required);
  • Experience in liaising with governmental authorities, national / international institutions, UnitedNations agencies and non-governmental organizations desired; and, • Prior experience working with IOM or another UN agency desired.

Skills

  • Proven knowledge of migration issues in the MENA region is an advantage;
  • Strong written and oral communication skills, effective in representation and liaison withexternal parties (required);
  • Good interpersonal and problem-solving skills (required);
  • Excellent computer literacy (Microsoft Word and Excel) (required); and,
  • Reliable, efficient, high level of professionalism, organizational skills and ability to work underpressure and adhere to strict deadlines.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic and/or French is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
