This position is located in the Humanitarian Leadership Strengthening Section (HLSS), Inter-Agency Services Branch (IASB), Coordination Division, Office for the Coordination of Humanitarian Affairs (OCHA), Geneva, Switzerland. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Associate Programme Management Officer reports to the Team Lead for Talent Management and Talent Scouting.

Responsibilities

Within delegated authority, the Associate Programme Management Officer will be responsible for the following duties:

• In consultation with the Talent Management Officer, assists in the organizing interviews and background documents to interview panels to expand the Humanitarian Coordinator pool (HC Pool). Support Inter-Agency Standing Committee (ISAC)/HLSS talent management strategy for the identification, talent sourcing of future Humanitarian Coordinators (HCs).
• Carries out basic research on selected aspects of programmes, operations and other activities, etc., assist in drafting a talent management strategy to build foundational tracks for HCs to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
• Provides support and contribute to the designing, building, and maintaining of a pool of high-potential candidates for HC positions (HC Pool) whilst ensuring gender and geographical balance, in close coordination with the IASC Secretariat, for policy coordination and evaluation functions, assist in preparing policy papers and briefing notes on issues related to HC talent management and maintaining the database up to date including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
• Assists in in the coordination of the provision of development opportunities to high-potential candidates through developmental assignments, coaching, mentoring, etc. in close coordination with their parent entity, performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Participates in survey initiatives; assists with design of data collection tools; support inter-agency discussions on career paths for UN and non-UN field leaders and influencing UN and Non-UN entities with a view on how to include HC postings in their career paths issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
• Contributes to the preparation of various written outputs, e.g. produce analytical reports on HC demographic trends and HC Pool composition to ensure effective succession planning draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
• Provides administrative and substantive support to consultative and other meetings, support the implementation of an outreach strategy to attract qualified candidates from outside the United Nations to the Humanitarian Coordinator track, conferences, etc., to include proposing agenda topics, identifying and proposed participants, assist in maintaining strategic partnerships with select stakeholders, preparation of background documents and presentations, handling logistics, etc.
• Assist in facilitating HLSS’s engagements with potential candidates, HC Pool members and sitting HCs to provide them with career counselling and support, in close coordination with their parent entity.
• Undertakes outreach activities; supporting and following up on the section partnerships with governments, civil society, the private sector, and other labour markets to identify potential feeder pools and gauge their suitability for the Humanitarian Coordinator’s track, participates in the development of training workshops, seminars, participating in campaigns to promote the HC Talent Pool using a variety of formal and informal channels, etc.; participates in and makes presentations on assigned topics/activities.
• Participates in field missions, including provision of substantive and administrative support, data collection, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

A first-level university degree in business administration, management, economics or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required.

Experience in data entry, data analytics, data management and data visualization is required.

Experience working with Salesforce or any other CMR type of database is required.

Direct experience in programme and or project management is desirable.

Experience working in UN common system and/or comparable international organizations is desirable.

No experience is required for candidates who have passed the YPP, NCRE or G to P examinations.

Languages

French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available from 1 October 2022 for 11 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.

• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
