Through its Health Systems Accelerator (HSA), PSI aims to intensify its support to governments in low- and middle-income countries in their efforts to move towards Universal Health Coverage (UHC). PSI will do so by adopting a distinct approach that complements the work of other actors operating in the health systems strengthening (HSS) landscape.

HSA seeks an energetic and creative candidate to provide operational oversight for a USD $4-million three-year investment called the Self-Care Trailblazer Group (SCTG), made possible with the generous support of the Children’s Investment Fund Foundation (CIFF) and the William and Flora Hewlett Foundation. The SCTG is a global membership coalition established in November 2018 to advance the evidence, practice, learning, and policy landscape of self-care. PSI houses the staff that make up the SCTG Secretariat, which supports the coalition-building functions for the SCTG, including operations, administration, communications, outreach, and global advocacy. The Secretariat also oversees deliverables for the SCTG’s programmatic elements and reporting to donors.

The SCTG aims to fast-track self-care policy and practice in five early-adopter countries in Sub-Saharan Africa. Much of the SCTG’s in-country work is directly implemented by subrecipient partners who engage with local governmental and non-governmental stakeholders in Kenya, Nigeria, Senegal, and Uganda to advance a self-care agenda. Altogether, SCTG currently oversees four country-specific subrecipients in Nigeria, Kenya, Senegal, and Uganda, as well as a fifth subrecipient whose scope is focused on capturing and sharing cross-cutting advocacy learnings. The SCTG also plans to recruit a sixth subrecipient partner in Ethiopia.

In addition to specifically supporting the SCTG project, the candidate may also provide operational and administrative support to the HSA department on other initiatives.

PSI seeks an Associate Manager, Program that will Support PSI’s operational excellence and execution of quality and standards by providing wide-ranging operational and project management support to an assigned portfolio of network members, countries, or projects. Work with network members/country project teams, global technical and service departments, and strategic partners to ensure program/project objectives are met and are in compliance with donor requirements. Manage the programmatic and financial health of a moderate complexity portfolio of one or more network members and project(s), or components of a network member/country project portfolio.

Responsibilities****Your contributions

-Provide significant financial management support to department and network members/country project teams, including preparation and tracking of project and team budgets, financial analysis, and budget realignments. 30% of the Time -Monitor and ensure smooth operational and programmatic execution of a portfolio of projects or network members/countries, including monitoring of agreement modifications, workplans and deliverables, donor reporting, and subaward management in coordination with immediate team members, network member/country project team members, and global technical and service department. 30% of the Time -Provide routine administrative support for daily operations, project management, and general functioning of assigned portfolio. 20% of the Time -Provide support for knowledge management activities, including the design of tools and systems for knowledge management and information tracking, creation and maintenance of internal filing systems, administration of online communications site(s), and development of communications materials. 10% of the Time -Assist with new business development opportunities, including cost proposal development. 10% of the Time

Qualifications

What are we looking for?

-Bachelor’s Degree (or international equivalent) in a related field -At least 3 years of relevant work experience. Equivalent combination of relevant education and experience may be substituted.

-Prior experience managing subrecipients highly preferred. -Knowledge of international development, international donor priorities and/or health areas preferred (such as CIFF, DFID, USAID, CDC, KFW, corporate and foundation donors). -Strong written, verbal, and cross-cultural communications skills. -Skills in Excel, budget management and monitoring, and strong financial acumen. -Excellent organizational skills with special attention to detail and timeliness. -Good analytical/problem solving skills. -Relevant language skills per country and program portfolio. -Demonstrated ability to work in a multi-cultural environment. -Ability to manage diverse workstreams efficiently and effectively. -Ability to work in a fast-paced team environment. -A keen sense of urgency and strong work ethic, positive mindset, and comfort with the ambiguity and pace of a dynamic and bureaucratic environment.
