Org. Setting and Reporting

This position is based in the Joint Coordination Centre (JCC) in Istanbul, Türkiye. The JCC was established as part of the Initiative on the Safe Transportation of Grain and Foodstuffs from Ukrainian ports (the “Black Sea Grain Initiative” or BSGI), signed by the Russian Federation, Türkiye, Ukraine on 22 July 2022, to facilitate safe navigation for the export of grain and related foodstuffs and fertilizers from designated Ukrainian ports. The United Nations signed the BSGI as a witness, and the Parties request the assistance of the Secretary-General in its implementation, in furtherance of the humanitarian mission of the United Nations and subject to its authorities and mandates.

The Associate Humanitarian Liaison Officer reports directly to the Senior Political Affairs Officer (Sr. PAO)

Responsibilities

Within delegated authority, the Associate Humanitarian Liaison Officer will be responsible for the following duties:

In consultation with the Sr. PAO, assists in the design and preparation of studies on humanitarian, disaster, emergency relief and related issues and in various follow-up activities.

Researches analyzes and present information gathered from diverse sources on assigned topics/issues.

Contributes to the preparation of various written documents, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents etc.

Develops and maintains reference/resource information on specific topics or policy-related issues; responds to various inquiries and information requests internally and externally.

Contributes to the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.

Assists in the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues; serves as reporter to such events.

Maintains awareness of current humanitarian affairs and related issues, including relevant political, policy, gender considerations or other developments in specific subject areas, countries, or region concerned.

Participates in technical assistance, disaster assessment or other missions.

Participates in project/programme formulation and mobilization of relevant resources.

Performs other duties as required.

Competencies

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to develop sources for data collection. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, work under pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Education

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, law, international studies, economics, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, programme management, rehabilitation, development, or other related areas is required.

Proven experience in project management and associated activities is required.

Experience in a conflict or post-conflict context within the UN common system, Non-Governmental Organization or other comparable international organization is desirable.

Extensive experience in drafting and reporting is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required; Fluency in Turkish is also required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

• This position is temporarily for a period of six (6) months, with the possibility of extension, subject to availability of funds and mandate extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• These positions are National Professional positions and will be based in Istanbul. Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located (limited to Turkish nationals).

• Appointment against this post is on a local basis.

• The contract will be administered by United Nations Development Programme (UNDP) on behalf of OCHA.

• Staff members are subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
