The position receives direct supervision and technical guidance from the Gender and Gender-Based Violence Officer (P3) and the Protection and Humanitarian Principles Team Leader (P4), to ensure effective gender and GBV programme design, planning, implementation, monitoring, evaluation and reporting across Jordan Field Office.

• Working conditions: The incumbent will be based in Amman, Jordan with regular domestic travel. UNRWA will provide an office environment with access to telephone, PC and other automation equipment, internet, and intranet.

Responsibilities

Under the direct supervision of the Gender and Gender-Based Violence Officer and the Protection and Humanitarian Principles Team Leader, the Associate GBV Officer will be responsible for ensuring effective gender and GBV programme design, planning, implementation, monitoring, evaluation and reporting across Jordan Field Office. In particular, s/he will carry out the following duties and responsibilities:

• Provide technical assistance and guidance to monitor and ensure quality of care is provided to GBV survivors by frontliners, such as through case conferencing with internal and external stakeholders, conducting case file audits, where relevant, whist taking into account GBV guiding principles and child protection principles.

• In coordination with other Programmes, contributes to the development of Standard Operating Procedures and guidelines on case management, information management, data protection, informed consent and asset and referral pathways, where necessary, in adherence with interagency GBV case management standards.

• Contributes to the design, implementation and monitoring of qualitative and quantitative research, whilst adhering to key data protection principles to ensure safe and ethical GBV data collection and reporting.

• Supports the design, implementation and monitoring of Gender and GBV campaigns amongst staffs and Palestine refugee communities including the development of key advocacy messages, products, and reports, including but not limiting to during International Women’s Day, the 16 Days of Activism Campaign Against Gender-Based Violence etc.;Supports the rollout of the Agency Wide Gender Strategy, GBV frameworks and guidelines, including the implementation and follow-up with relevant staffs across UNRWA programmes;

• Provides programme administrative and logistical support for the design and implementation of GBV project activities, campaigns, communication products, trainings and workshops, in a timely and professional manner.

• Ensures the timely mobilisation, planning and expenditure for funds under GBV and PSEA.

• Participates in Integrated Assessments at the area levels, as a means to observe and identify key opportunities for improved GBV and PSEA risk mitigation, prevention and response.

• Contributes to identifying capacity needs amongst UNRWA staffs and assists with the development and implementation/ facilitation of training plans, module/ materials, guidance notes to address them.

• Acts as an agency focal point for Protection for Sexual Exploitation and Abuse, contributing to the design and implementation of JFO’s PSEA annual action plan, dissemination of key messages, facilitation of capacity building activities to staffs and communities.

• Contributes to the monitoring and follow-up on the reporting of cases and documentation of accurate and timely data on GBV and SEA concerns, in coordination with GBV Focal Points, and supports the analysis of trends and patterns for evidence-based programming and strategic directives, including advocacy, where necessary.

• Contributes to the development of project proposals, briefings, evaluations, assessments, workplans, periodic progress reporting, situational analysis, advocacy messages, strategies, reports on GBV and PSEA for senior management, donors, governmental and non-governmental stakeholders, in a timely and professional manner.

• Contributes to the design and implementation of the area level protection strategy and actively participates in the Area Protection Working Group meetings on a monthly basis, in order to identify emerging GBV/PSEA concerns and to provide technical assistance to address these concerns.

• In coordination with the Gender and Gender-Based Violence Officer, builds and maintains relationships with a diverse stakeholder (including government, local authorities, UN agencies, NGOs and local civil society organizations) across interagency platforms, who can contribute to community protection mechanisms for improved prevention and response to GBV/SEA survivors.

Others:
• Provides assistance with oral and written translations of Arabic and English, where necessary.
• Performs other duties as may be assigned by the supervisor(s).

Education

• A university degree from an accredited educational institution in law, human rights, international development, or international relations, or any other relevant field.

Work Experience

A minimum of four years of relevant experience, preferably in gender, GBV or PSEA and/or other related discipline in Jordan is preferred. is required to answer.

Languages

• Oral and written fluency in English and Arabic.

Contract Status:
Limited Duration Contract (LDC) for 6 months (Extendable) subject to availability of funds, satisfactory performance of the incumbent and the continuing need for the post. Band F Step 1, Monthly Salary from JD 1,057.700 Fills. Other benefits include medical insurance and annual leave and dependency allowance (if applicable).

Desirable Qualifications:
• Practical experience working on Gender, GBV and/or PSEA within the development and/or humanitarian sector is highly desirable;
• Previous experience providing technical assistance on GBV case management using a survivor-centered approach;
• Previous experience with GBVIMS and/or similar platforms is highly desirable;
• Awareness and knowledge on gender issues in Jordan is a strong asset;

Equivalency:
When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
