Duties and Qualifications

– The incumbent will act as the countrywide focal point for CwC in the operation. In coordination with Protection, Programme, Public Information, Information Management units in the country office and the field offices she/he is expected to formulate a clear and coherent CwC Strategy, aligned to the overall Community-Based Protection objectives and incorporate a thorough age, gender and diversity (AGD) analysis reflecting the operation’s and organization¿s global and country-level priorities. – She/he oversees the implementation of the CwC initiatives and develops communication material for Refugees, IDPs, host communities and other persons of concern, with a focus on services provision and feedback mechanisms to UNHCR. – Identify the most appropriate channels and tools for conveying messages, including the most complex and sensitive protection messages, with a focus on ensuring effective implementation of communication with communities. – Organize research, development, pre-testing, and production of communication materials that are culturally relevant for each of the different populations of concern groups. Coordinate with suppliers for the production of communication materials and the dissemination of communication products as required. – Lead coordination with field offices, partner agencies, and other humanitarian actors to ensure harmonized approaches to communicating with communities. – Ensure that the perspectives, capacities, needs and resources of the persons of concern are reflected in the CwC, Community-Based and overall Protection strategies, planning processes and operations plan; ensuring the reflection of specific protection needs of women and men, children, youth and older persons, persons with disabilities, and marginalized groups. – Advice and support coherent, multi-channel complaints and feedback mechanisms to ensure timely response to community issues and safe referrals of sensitive matters. – In collaboration with the field offices and informed by participatory processes oversee the rollout of expanded feedback and response mechanisms. This will include strengthening existing complaint and feedback systems and introducing new approaches. The interagency collaboration will be essential to ensure that UNHCR CFMs complement existing interagency approaches and efforts. – Coordinate UNHCR¿s CwC activities through participation in field-level coordination meetings with Government, partners and the refugee community. Monitor and assess the impact of the CwC activities and prepare monitoring reports. – Provide training for the UNHCR staff and its partner organizations on UNHCR mass communication approaches and initiatives. ¿ 3. Qualifications and Experience

Education Required: Degree in Journalism; International Relations; Communications; Public Information; Media Film / Video; Management, Social and Political Science, or another relevant field.

Work Experience 3 years relevant experience with an Undergraduate degree; or 2 years relevant experience with a Graduate degree; or 1-year relevant experience with a Doctorate degree. Minimum two years of professional experience in journalism and/or communications and/or information management, mainly at the international level. Experience working in forced displacement contexts and engaging with communities. Good knowledge and understanding of humanitarian principles and established international protection standards.

Desirable: Experience working on advocacy campaigns. Demonstrated experience developing operational level/policy level guidance, particularly for organizations operating in refugee or other humanitarian contexts and ideally pertaining to the use of media. Experience working through partnerships/interagency contexts and demonstrating leadership; particularly on topics pertaining to International Protection, AAP or PSEA. Experience reporting, writing, and editing content for public information use. Experience with measurement and evaluation, especially providing analysis of media coverage, social media engagement, web traffic, etc.
