Position Description

TITLE: Assistant Program Officer (Monitoring, Evaluation and Learning)

PROGRAM: Youth Leadership for Democracy (Youthled)

UNIT: Philippine Office

REPORTS TO: Program Officer (Monitoring, Evaluation and Learning)

SUPERVISES: N/A

Youth Leadership for Democracy (YouthLed) is a project of The Asia Foundation and the United States Agency for International Development (USAID) that aims to increase civic engagement to strengthen democratic governance among Filipino youth.

SUMMARY OF JOB RESPONSIBILITIES

• Assist in the Implementation of YouthLed’s MEL plan

• Assist in uploading and updating YouthLed MEL information on relevant USAID platforms

• Assist in the establishment of a system for data and information monitoring and collection for YouthLed

• Develop baseline data for each project component and all project indicators

• Develop and administer project activity pre-test and post-test tools including data consolidation, analysis and write-up

• Perform quality assurance on data collected from program partners

• Conduct systematic data verification on Youthled program data and partners data

• Develop and maintain database and MEL dashboards for YouthLed

• Assist in producing quality reporting outputs for COP review (monthly, quarterly and annual) and ensure the timely release of all YouthLed reports

• Fulfill the administration and logistics requirements of the program

  • Ensure the timely submission of all financial and administative forms and requirements
  • Coordination with TAF Finance and Subawards Team on all partner and program requirements

• Assist in supporting the COP and YLDS in the implementation of the project research activities

• Assist in providing support to the Program teams by providing data collection/MEL guides and training

• Perform other MEL functions as may be directed by the COP and the MEL Officer

Performs other functions as may be required by the Country Representative, Deputy Representative, Youth Leadership Senior Leadership Specialist and Chief-of-Party.
