Job Summary
The primary responsibility of the role will be to manage the MEL system to improve programme implementation in the Kisumu Program Areas (KPA). The post holder will develop relevant data collection and reporting tools, to ensure that there is standardization of monitoring and evaluation activities. S/he will be responsible for documentation and sharing of process and lessons learnt in the implementation of the Kisumu program Area. Furthermore, he/she will support the program team in adoption of the Global M&E information management system.
Duties and Responsibilities
Programme design, implementation and resourcing
- Support Kisumu Program Area staff in designing and implementing MEL framework.
- Provide support in the preparation of internal program reports i.e. Quarterly Progress Report, Monthly Monitoring Report, and Annual Operational Plan and Budget, evaluation and impact assessment reports.
- Provide timely feedback to implementation teams from the MEL system findings to enhance effectiveness of program/project implementation and steps needed to achieve desired outcomes.
- Support the development of program and project logframes and results frameworks for grant funded projects
Partnership, Capacity Building and Support
- Support in the assessment of the KPA staff MEL capacity and design of appropriate processes to ensure skills are developed.
- Provide mentoring and coaching to KPA staff on MEL processes and activities.
- Monitor status and progress of Project implementation based on performance indicators and the MEL Plan.
- Support program staff in strengthening accountability and learning mechanisms
Research and Knowledge Generation
- Develop clear and user-friendly data collection and reporting formats in collaboration project teams at different levels.
- Analyze collected data and make recommendations to project managers on the project quality and desired improvement plans
- Undertake data analysis and management
- Compile monthly write-ups and reports tracking the progress of remote monitoring system and highlighting areas for improvement.
- Work with the ChildFund CO Programs and Communication teams in documentation of KPA program processes, lessons learnt and impact through Case studies, Human Interest stories and Success stories to ensure evidence-based decision making by teams
Skills and Competencies
Essential
- Bachelor’s degree in International Development, Project management, Disaster Management, Statistics or closely related fields
- A minimum of 3-5 years of direct, “hands-on” working experience in building and operating monitoring and evaluation of projects/programs.
- Working programme experience with local NGOs/CBOs or INGOs
- Experience data capturing for development and emergency contexts
- Excellent interpersonal skills and verbal and written communications skills.
- Strong Team working skills
- Ability to work under pressure and short deadlines
- Good report writing skills, strong writing and communication skills and analytical abilities, particularly in the areas of learning, and capacity development/transfer.
- Knowledge of mobile data applications such as CommCare, KOBO Collect, ODK and analysis software i.e. SPSS, Advanced Excel
- Experience in developing dynamic dashboards on PowerBi, Excel, Tableau added advantage.
- Able to take initiative and exercise sound judgment.
- Ability to manage multiple tasks in an effective, pro-active and timely manner
- Well-developed conceptual, critical, analytical thinking and planning skills
Desirable
- Familiarity with information management systems and platforms for data reporting in programs/projects
- Organized and able to manage own time under guidance and direction from line-manager
- Professional certification in monitoring and evaluation
- Database management skills
- Ability and willingness to undertake extensive travel in the counties within Kisumu Program area.
