CARE is seeking for Assistant Manager, Grants and Finance. This position provides grants and financial management services to the portfolio of grants and contracts of the Market Based Approach (MBA) team. The Assistant Manager, Grants and Finance Manager is responsible for the initial preparation/review, negotiation, due diligence, monitoring and modifications of donor grteements (il.e., grants and contracts) as well as the submission of regular reports. In addition, the incumbent is charged with closing out prime and sub-agreements. He/She is responsible for monitoring financial reports and expenditures of current grants and contracts, and identifying trends associated with over/under expenditrue and making recommendations to resolve these. The incumbent will assist in developing budgets for new opportunities ensuring adequate cost recovery, accuracy, reasonableness prior to submission. He/She will coordinate closely with the Award Managment Systems (AMS) during the pre-award phase to address potential exceptions imposed by the donor.

Responsibilities:

Pre-Award key Tasks:

1) Works to collect and compile Go/No-go decision documentation required for identifying proposal development opportunities, incluidng pre-IPIAs as needed.
2) Reviews proposals to ensure budget is aligned with proposal cost elements for accuracy and compeltness.
3) Ensures proposal budgets are accurate and reasonable, comply with donor requirements, and are adequate to fulfill proposed program activities

Agreemen Negotiations and start-up key tasks:

1) Initiates/reviews, and negotiates donor agreements (both grants and contracts), including Individual Project Implementation Agreements (IPIAs) from other CI members, and facilitates approval of Donor Agreement
2) Prepares and negotiates sub-agreements, IPIAs, Budget Agreement memorandus (BAMs)
3) Submits proper documentation to Shared Service Center (SSC) to facilitate grant set up on PeopleSoft.

Agreement Admistration, monitoring, reporting and closing Key Tasks:

  1. Conducts training, coaching and monitoring on terms of agreements and on compliance
  2. Monitors objectives, milestones and timeframes, and budgets including over/under expenditrue and provides recommendations to resolve
  3. Ensures narrative and finanical reports have been submitted on time
  4. Processes modifications of donor agreements and subgreements
  5. Carries out compliance monitoring
  6. Closes out agreements

Point of Contact for assigned awards and coordination:

1) Liaisons with CARE Manila based Shared Service Center.
2) Supports CARE’s internal and external audit preparations, and provides information and documentation as required by the auditors for assigned-portfolio of awards.
3) Works closely with other CARE USA HQ Grants and Finance Managers to ensure consistency in grants and contracts management functions

Qualifications:

  • Bachelors degree in relevant discipline: business, social sciences, social development, international management or other relevant fields of study.
  • 5 years experience working in the field of international development.
  • Experience in grants/contracts administration of bilateral/multilateral donor funding, private corporate, private foundations and other grant/donations.
  • Strong analytical skills
  • Strong Excel/spreadsheet skills
  • Effective inter-personnel and communications skills
  • Flexible, creative and solution-orientated approach
  • Preparation and review of agreements and contracts, and their administration
  • Basic skills in accounting
  • Strong skills in financial analysis and reporting
  • Budget development/planning, data consolidation and budget monitoring
  • Setting up administrative and financial systems for new projects and programs
  • Understanding of audit requirements, ability to audit sub-grantees
  • Computer skills (Spread sheets, Word processing, Power Point, and the Internet).
  • Problem solving and training skills
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team, and with partner organizations.
  • Must be fluent in English with skills in written communication and report writing
  • Sensitive to cultural differences and the ability to work effectively across different cultural contexts
