Assistant Information Management Officer

Organizational Setting and Work Relationships

The Assistant Information Management Officer assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from populations of concern. S/he supports the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties

  • Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • Compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Support the operation in the analysis of processed data and information and perform data quality and consistency control.
  • Facilitate the analysis of cross-border information between relevant countries.
  • Assist in training staff involved in information management activities, including data collection and data entry teams.
  • Support and leverage geographic data for map production and use in geographic information systems (GIS).
  • Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
  • Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
  • Liaise with partners and represent UNHCR in meetings related to the functions.
  • Make recommendations and provide advice on the technical information management requirements.
  • Assist in training of data entry and data collection teams.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

Essential

Knowledge of the UN system and the humanitarian community. Ability to formulate IM-related technical requirements and Operating Procedures. Experience with handling confidential data and demonstrated understanding of different data collection methodologies.

Desirable

Successful participation in the Operational Data management Learning Programme is desirable. Experience in web design and software development is an asset. Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable. Experience with HTML, PHP, ASP and/or Java is an asset.

Desired Candidate Profile

The incumbent must have strong technical skills and knowledge in information management systems and tools. S/he must be able to lead a team to coordinate and oversee data related projects across various operational sectors of UNHCR. The position requires a person with the demonstrated ability to work under pressure, effectively manage staff, resources and assets, as well as meet deadlines and respond to emergencies when they arise.

The incumbent must be able to demonstrate the ability to design, implement, analyze, and evaluate data related activities, including statistics. S/he will be required to maintain constant and regular communications with colleagues both at the country level and at the field level, with UNHCR’s implementing partners, including international NGOs, national NGOs, and government agencies.

The position requires proficiency in following:

  • UNHCR Registration tool such as ProGres V4, Rapp, GDT, and BIMS.
  • Databases and data analysis tools such as SQL server and R programming.
  • Geographic information system (GIS), development of maps, and other visuals.

Nature of Position:

The Assistant Information Management Officer is a member of the Protection Unit and reports to the Senior Protection Officer. The incumbent will lead the information management activities and have supervisory responsibilities of information management staff.

The Assistant Information Management Officer will plan and implement information management activities in Maiduguri and other locations in Northeast Nigeria, whilst interfacing with other UNHCR staff and partners, and the wider humanitarian community, including government actors of various backgrounds and capacities, the judiciary, police, and other actors involved in civilian protection. The post requires a mixture of technical and supervisory skills.

The position will be based in Maiduguri, Borno State, but the incumbent will be overseeing other LGAs through regular field missions and remote monitoring.

Living and Working Conditions:

Maiduguri has a tropical savanna climate that boarders on a hot semi-arid climate with a dry season and a wet season. The temperature is warm year-round, with August and September having the lowest average high at 31.3 °C (88.3 °F) and December having the lowest average at 16.9°C (62.4°F). March has as the highest average high of 43.8°C (109.0°F), while April has the highest average low at 27.0 °C (80.6 °F). The highest temperatures occur in March and April, just before the wet season starts.

Security Considerations

Borno State is a high-risk area and continue to be the epicenter of the insurgency with Maiduguri town as its state capital. Most parts of the Northeast region of Nigeria are affected by armed conflict and terrorism with crimes including abductions/kidnapping for ransom also prevalent. Being a Level 5 High-Risk Duty station, mandatory adherence to all SRM measures is vital for safety and security of UNHCR personnel and/or assets and operations.

Missions to the deep field where most IDPs reside is dependent on UNHAS helicopters that fly to various deep field locations. Official movements within the town are safe and carried out with armored vehicles. For now, movement by road out of Maiduguri town has been suspended due to high risk of abductions/kidnappings perpetrated by None State Armed Groups (NSAGs).

There is a UN Clinic located in Maiduguri as well as a few other health facilities available in the city. Should there be any need for referral to larger hospitals, referrals are made to the capital city Abuja.

National staff reside in Maiduguri town. For their own security and that of dependent family members, staff are advised to ensure residential security measures in their accommodations.
