Assistant Field Security Officer

Organizational Setting and Work Relationships

The Assistant Field Security Officer manages and provides support to all security related aspects of field operations including Staff, premises and asset security.

The incumbent is supervised by a Senior Officer who defines specific work objectives. The incumbent is required to have basic conceptual knowledge of the profession, by being dynamic and able to take on higher responsibilities progressively. The incumbent may provide input to the supervision of general service staff in the office.

The duty of the incumbent is to support and guide in all security related aspects of the operation.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

  • Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR personnel , partners, operations, premises
  • Undertake periodic security assessments in close cooperation with UNHCR senior staff members, UNDSS and interagency partners drafting the required security risk management assessment reports and using key tools for same.
  • Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
  • Advise on and assist in ensuring compliance with standard established through the Security Risk Management process.
  • Assist and develop plans for evacuation/relocation medical evacuation and other security contingencies.
  • In cooperation with UNHCR senior staff members, assist in ensuring that security measures are fully integrated into operational planning, including budgetary provisions, at the earliest stages of development.
  • Participate in programme related discussions to advise on security risk levels in line with programme criticality.
  • Respond to staff queries on security issues and provide immediate assistance as required.
  • As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern.
  • Maintain relationships with security-related actors, including host government law enforcement authorities and partner agencies.
  • Maintain cooperation with staff of the UN Department of Safety and Security (UNDSS).
  • Cooperate in security assessments and planning and supporting interagency processes.
  • Support UNHCR staff serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.
  • Provide country-relevant security advice and training to UNHCR staff, and where appropriate, to staff of NGOs and implementing partners in areas including, inter alia, preparation for and conduct of road missions, radio telecommunications, immediate actions upon detection of explosive devices or other dangers, hostage survival and other critical incidents.
  • Conduct rehearsals and practical exercises to ensure that staff are familiar with security contingency plans and can implement them confidently in an emergency.
  • Prepare periodic reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and, as appropriate, regional security coordinators, FSS.
  • Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required in consultation with staff member’s supervisor.
  • Provide security-related advice, in written and oral form, to the manager and other staff.
  • Advise on, and upon approval, implement, needed mitigating measures.
  • Participate in criticality assessments.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

Desired Candidate Profile

The position will report to Senior Field Security Officer and will be the OIC of Field Security Unit in Ankara, in her/his absence, with direct reporting line to the Country Representative. The position will require to interact with wide variety of external contacts including police and other security authorities, UNDSS, other UN agencies, embassies and implementing partners. As the position will actively support the Resettlement team, particularly in the safe conduct of interviews and may at times interact with refugees. The position requires a high degree of responsibility and commitment in terms of provision of security advice which may have an impact on the security of refugees, UNHCR personnel and assets.

Education: Master’s in international relations/political science/security risk management/international strategic management

Experience: A minimum of 10 years of relevant experience in security risk management or law enforcement in a multicultural environment, including experience in UN security risk management.

Additional languages: English, Turkish. Knowledge of additional UN language will be an asset.

Skills/Trainings: Skills and knowledge of gender and disabilities considerations in security risk management, security of the people we serve, UNHCR security certification programme, good reporting and analytical skills, Facilitation of adults learning skills, interpersonal and conflict management skills.

Operational context

Occupational Safety and Health Considerations:

Turkiye has been hosting the world’s largest refugee population since 2014, including over 3.6 million Syrians under temporary protection and approximately 330,000 international protection applicants and status holders from other countries. UNHCR works closely with the Government of Turkiye and NGO partners in its refugee response, including support in implementing Law and Temporary Protection Regulations, strengthening the protection environment, access to social support mechanisms, and finding durable solutions for the most vulnerable among the refugees.

Nature of Position:

The general security situation in Ankara remains calm and stable, with the security level assessed as 1 (Minimal) in line with the general threat assessment. Despite the recent complex attack against the government Ministry of Interior building in Ankara in Oct 2023, there is no change in the overall UN security level as the risk of collateral damage to UNHCR remains medium in such attacks, targeted at government security installations. The Turkish security forces are trained, well-resourced, and effective. Although thefts and burglaries have been reported in Ankara occasionally, the crime rate is assessed as low and Residential Security Measures (RSMs) do not apply in Ankara. The UN is not considered a direct target, although the situation can change rapidly due to regional and international developments. Protest demonstrations occur in parts of Ankara, against different socio-political and socio-economic issues, and recently against hostilities in Gaza. Hazard incidents including road traffic crashes, extreme weather conditions, and occasional stray dog bites remain a concern for the safety of staff. UNHCR security management is guided by the UN Common Security Management System and security advisories are shared with staff as and when required.

Living and Working Conditions:

UNHCR in Turkiye operates through country offices in Ankara, with field offices/presence in Gaziantep, Istanbul, Edirne, Izmir, Adana, Hatay, Sanliurfa, and Van. As the country’s capital, Ankara offers good infrastructure, medical facilities, schools, hotels, and residential apartments for rent. Ankara has cold, snowy winters and hot dry summers with rainfall mostly during spring and fall.
