Job Summary:

The Assistant Country Director is responsible for ensuring that CARE’s programs in Ukraine are implemented to high quality standards and contribute to CARE’s vision of “a world of hope, tolerance and social justice, where poverty has been overcome and people live in dignity and security”.

The Assistant Country Director provides strategic leadership in the areas of program design and proposal development at the same time oversee program implementation, donor reporting, project budget management, monitoring and evaluation of ongoing activities.

The Assistant Country Director is responsible for overseeing the development of new business and funding to support CARE Ukraine (CU) Program, including the development, testing and implementation of new and innovative program approaches. S/he manages a team of professionals focused on the planning, designing, implementation, monitoring and evaluation of multi-donor, multi-sector humanitarian response and development Programs that CU may initiate or expand in Ukraine. The combined impact of the programs should effectively address the needs of displaced people and host communities and where possible the causes of poverty in line with CARE’s programming principles.

The Assistant Country Director is a key member of the Senior Management Team and as such is responsible for leading and supporting Country Office initiatives. S/he is responsible for (along with the Country Director) maintaining good working relationships with host government officials, donors and other partners.

Working & Living Conditions

Main duty station will be the office in Lviv in the Western region of Ukriane with possibility of moving this office to Kyiv. Expected percentage of travel time: 10 – 15% to CARE project locations in any of the oblasts where CARE programs activities are conducted.

The security situation is currently moderate in Lviv but may differ in project locations. This is an unaccompanied position; regular R&R is given. Staff live in a large guesthouse with shared bathrooms and shared cooking facilities.

Key Interactions:

Internal: Country Director, Project/ Program Managers, Finance and Administration Manager, Safety & Security and Logistics Manager, MEAL Officers and Gender & Protection Manager.

External: Government officials, Donors, UN Agencies, other NGOs, local partners.

Qualifications:

Required:

  • Bachelor’s Degree or higher in development studies or a relevant technical field
  • 5 years in senior management position in relief/development field in a very complex international setting
  • Experience managing programs in insecure environments and good understanding of working in accordance to strict safety and security regulations
  • Demonstrated experience in Program and staff management
  • Knowledge and experience with financial management and donor compliance
  • Extensive conceptual skills including development of Program strategy
  • Advanced writing skills in English
  • Demonstrated experience in budget development and Program design (including concept preparation and proposal development), implementation and evaluation
  • Experience in successfully managing institutional partnerships with national and international NGOs
  • Experience in establishing and maintaining collaborative relationships with donors and government counterparts.

Desired:

  • Master Degree in related field
  • 8 to 10 years in a senior management position in Humanitarian Response and Development field including 2 years’ experience in coordinating Programs in WASH, Shelter, Food Security, Multi Purpose Cash support, Livelihoods
  • Experience in Program development
  • Experience and knowledge of operationalising a Program approach, based on the underlying causes of poverty analysis
  • Experience in Program design and oversight in resilience, community based adaptation to climate change, women’s, girls and youth empowerment, as well as emergency response.
  • Demonstrated experience with proposal development with a range of international donors (German MoFA, EU, DFID, DFAT, Canadian and Dutch MoFA), BHA, GAC, FCDO etc
  • Experience and knowledge working with peoplesoft financial system
