We are recruiting an Assessment Officer (AO) to support in establishing a new research cycle in the Humanitarian Infrastructure and Damage Unit. The AO will cultivate and manage relations with external stakeholders, support research design, and conduct qualitative and quantitative data analysis.

REACH Initiative is a unique humanitarian NGO, which provides research, data, and analysis to support more effective humanitarian intervention in crisis contexts. By providing precise and rigorous information on the humanitarian situation of crisis-affected populations in Ukraine, REACH informs better aid delivery and more transparent and reliable decision making. In Ukraine, REACH is hosted by our sister organisation, ACTED.

REACH is seeking a motivated candidate to support in establishing the Critical Supply Chains Monitoring (CSCM) research cycle as an Assessment Officer (AO). The successful candidate will be comfortable cultivating and managing relations with key stakeholders, including local authorities, private sector actors, and CSOs; have excellent Ukrainian and Russian language skills and good English language skills; be interested in developing original data collection methodologies using qualitative and quantitative data, including geospatial data, to assess technical supply-side challenges.

The team will be comprised of 3 staff with assessment and database expertise, with ad hoc GIS support from colleagues within the unit. Under the supervision of the CSCM Senior Assessment Officer, the AO will be responsible for outreach with local actors in three settlements experiencing supply chain disruptions, including regular field visits to oversee/conduct key informant interviews; ensuring data collection tools are adapted to the local context through consultations with stakeholders and monitoring of data collection; and leading workshops with local providers of critical services to disseminate CSCM products.

REQUIREMENTS
Academic Excellent academic qualifications in Economics, Journalism, Business Administration, Public Administration, Political Sciences, Sociology, or a similar discipline;
External engagement experience Previous experience conducting external engagement with local authorities, private sector actors, and/or CSOs/NGOs;

Years of work experience 2 years of relevant working experience in research/analytics, reporting, communications, or other.
Communication/reporting skills Excellent Ukrainian and Russian for communication with stakeholders in a variety of locations in Ukraine and good English skills for effective communication within the team;

Familiarity with the aid system Familiarity with the aid system, and the research community is an asset;
Cross-cultural work environment Ability to operate in a cross-cultural environment requiring flexibility.
Language skills Fluency in English, Ukrainian and Russian is required;
Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint.
