The Norwegian Refugee Council is soliciting bids from reputable providers, for a Consultancy Agreement for the Assessment of Housing Policies and Collaborative Dispute Resolution (CDR) capacities in Moldova, Romania and Poland. The applicants are requested to Develop a 1-2 page Workplan, describing their proposed workplan and methodology using the details shared in the TOR.

Required Skills and Qualifications:

NRC seeks expressions of interest from people with the following skills/qualifications:

– Proven experience working in the humanitarian sector and conducting project assessments and/or evaluation and significant field experience in supporting HLP rights in humanitarian response or development contexts.

– Excellent research skills, including quantitative and qualitative research methodology at the field level, and an understanding of ethical research principles.

– Experience in legal research including international and national legal concepts; collating legal data, case information and presenting legal analysis.

– Strong command of written and spoken English. Knowledge of Ukrainian and/or Russian is an advantage.

– Awareness of the Ukraine crisis context.

– Previous experience and knowledge of NRC and the ICLA programme is a distinct advantage
