ASSESSMENT AND EVALUATION SPECIALIST (LOCAL)

USAID/Liberia Data, Evaluation, Learning and Technical Assistance (DELTA) Activity

Background

The five-year USAID-funded Liberia Data, Evaluation, Learning and Technical Assistance (DELTA) project seeks to provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting. The project’s objectives will assist the Mission in its ability to:

·Identify the lessons learned from past experience;

·Better understand the complex Liberian development context (including institutional norms and behaviors affecting project results) through advanced research, surveys, data collection and analysis; and

·Adapt its programs to this information and analysis.

The project has an established support unit in Monrovia to assist the Mission in strengthening its management of key aspects of the programming cycle, specifically strategic planning, project design, performance monitoring and evaluation, and institutionalized learning and adaptation.

Position Description

SI is seeking a full-time Assessment and Evaluation Specialist who will be responsible for managing a portfolio of qualitative and quantitative evaluations, assessments, and research studies commissioned under this project, as well as providing data analysis. The Assessment and Evaluation Specialist will collaborate with other members of DELTA’s Assessment and Evaluation team along with senior Program Directors and technical staff based out of SI-HQ. The successful candidate will report to the DELTA Deputy Chief of Party/Senior M&E Advisor. This is a full-time position to be based in Monrovia.

**Please note: This is a local position. Only candidates with Liberian citizenship will be considered.**

TASKS AND RESPONSIBILITIES

·Coordinate proactively with the client, DELTA staff, and SI-HQ support staff to implement evaluations and assessments from the scope of work (SOW) and design phases through data collection, analysis, reporting and dissemination

·Create and manage realistic project workplans and budgets, and work with the DELTA finance team to manage project budgets

·Oversee logistical preparations for evaluation and assessment team members with support from DELTA’s Operations team

·Participate in fieldwork as appropriate, such as enumerator training, data collection, and/or data quality assurance

·Provide data analysis support for assessments and evaluations, and research studies

·Coordinate research/evaluation team inputs for contract deliverables

·As appropriate, serve as a responsive point of contact for clients

·Providing strategic oversight in implementation and Quality Assurance of evaluations

·Support integration across DELTA’s components

·Any other tasks as requested by the supervisor

Qualifications

·A combination of one of the following:

o MS/MA/MBA plus at least 4 years of relevant experience*

o BA/BA plus at least 8 years of relevant experience*

·*Experience should be relevant and include management or coordination of evaluations, assessments, or research studies

·Demonstrated experience with large-scale quantitative and qualitative data collection and analysis

·Demonstrated ability to manage multiple projects simultaneously and coordinate with a diverse range of stakeholders in a proactive and timely fashion

·Demonstrated ability to understand and implement pertinent company and client policies and procedures

·Computer literate and possess superior oral and written communication skills

·Proven work experience in data analysis

·Knowledge of statistics and experience using statistical packages for analyzing datasets such as Microsoft Excel, SPSS, and SAS

·Knowledge of and practical hands-on experience with Stata and/or qualitative analysis software required

·Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy

·Fluency in written and spoken English required
