Are you a guide in Procurement looking to make a change with the work you do? We have an opportunity for your consideration. The International Committee of the Red Cross (ICRC) seeks to recruit a qualified candidate to fill the position of Asia Sourcing Manager in Beijing.

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We advise and coordinate the international activities conducted in these situations.

Quality teams Context

Position is linked to the global ICRC ethical procurement policy and the ICRC active sourcing strategy in which the ICRC buyers/purchasing teams conduct sourcing campaigns and visits to manufacturing plants throughout the year, to identify potential suppliers able to fulfil the needs in terms of quality, quantity, price and service with timely delivery respecting quality, social and environmental compliances.

Main Responsibilities

  • Support in implementing procurement strategy for specific category of technical products in Asia region, in accordance with ICRC rules and regulations and in close coordination with Geneva Lead buyers and Quality manager.
  • Identify quality, social and environmental compliant manufacturers in China & India first but as well as in South East Asian countries.
  • Support HQ, Logistics Support Centers (Amman, Nairobi, Abidjan, etc.) and logistics teams of other Delegations in area of procurement activities.
  • Lead a team of five employees in China and remotely a team of two employees in India.

Activities

Strategy and Networking

  • Defines the Sourcing strategy in China & India in collaboration with the team of GVA Lead-Buyers to define short & long term objectives.
  • Proactively identifies and recommends category sourcing options and partners with Procurement Leaders to implement them.
  • Implements and Handle the ICRC’s strategic orientations for purchasing by translating them into operational planning and activities, with an emphasis on quality, social and environmental (QSE) requirements, under the supervision of the Head of Procurement and GVA Lead buyers.

QSE Assessment and Audit

  • Conduct assessment and audit of the shortlisted companies based on several parameters linked to QSE (Quality, Social and Environment) compliances.
  • Follow ups on aspects of supplier relationship management linked to quality control, assessment, audit and corrective action plan.

Support to HQ, Logistics Support Center and other delegations

  • Invite/suggest suppliers to participate to the international tenders.
  • Launch and follows up with Sourcers/buyers on the request for quotation/tenders, quality comparison of samples, supplier selection to delivery, including negotiating with suppliers on payment terms, delivery, etc.

Management, Administration and Reporting

  • Supervise and ensure administrative follow-up made by Sourcers/Buyers on supplier filing & databases (Supplier list, Assessment report, Sourcing report, CAP status, Yearly statistics, RFI forms, etc).
  • Process purchase order and contracts for goods and maintaining the procurement/contract files for vital reference.

Desired profile and skills

  • Typically, 15+ years’ professional experience.
  • At least 10 years of professional experience in procurement on a global level and in an international and multicultural environment (experience in ASIA is helpful), including five or more years in Direct procurement.
  • Five or more years’ team-management experience and HR management – recruitment, training, planning.
  • Experience in annual planning and in setting and implementing strategy within a global organization. Proficiency in strategic sourcing and running Direct procurement categories.
  • Humanitarian field experience in Procurement is an asset.
  • Proven record in running multiple tasks and set priorities.
  • Shown capacity to empower, lead and develop teams with the ability to integrate a diversity of skills and ideas and build a conducive environment.
  • Practical, hands-on, solution and customer focused approach.
  • Strong team member’s leadership skills and ability to interact with and influence different departments and levels within the institution, as well as maintain efficient communication channels with external partners.
  • Dedication to the ICRC’s humanitarian mandate

Certifications / Education required

  • Master’s degree in procurement or business administration.
  • Excellent oral and written communication skills (minimum C1 Level) in English and French
  • Fully conversant with IT tools Strong background with ERP system
  • Six Sigma certified Green Belt is an asset

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 6 months
