The Opportunity

The AADMER Partnership Group (APG) consists of a number of Regional and International NGOs which was established back in 2009 to support, collaborate and work in partnership with the ASEAN Committee for Disaster Management (ACDM) through the coordination of ASEAN Secretariat Disaster Management and Humanitarian Assistance (DMHA) Division, to implement the ASEAN Agreement for Disaster Management and Emergency Response (AADMER). The membership of the APG throughout the years has evolved and in 2022, the active members are Oxfam International, World Vision International, Plan International, Save the Children, Help Age International, Mercy Malaysia, CARE International and ICVA as observer. The APG has the aim to support CSOs from ASEAN strengthen their contribution to DRM, and in particular to the priority areas of ADMER. The APG is the primary NGO consortium which was recognised by and has been working with the ACDM, AHA Centre and the ASEAN Secretariat to ensure the people-centred implementation of AADMER since the AADMER Work Program (AWP) for 2010-2015, 2016-2020 and the current one the AADMER-Work-Programme-2021-2025.pdf (asean.org)

The AWP 2021 – 2025 have a clear vision and mission. The vision is a region of disaster-resilient nations, mutually assisting and complementing one another, sharing a common bond in minimising adverse effects of disasters in pursuit of safer communities and sustainable development; and the mission is to enhance and support ASEAN’s disaster risk reduction and disaster management capabilities through inter-sectoral cooperation, capacity building, scalable innovation, resource mobilisation, new partnerships, and stronger coordination among ASEAN Member States. The involvement of local CSOs is key to the effective implementation of ADMER to ensure the most vulnerable are reached amidst the frequency and intensity of hazards in the region.

Key Responsibilities

To support the achievement of the ASEAN vision and mission at least 5 priority programmes has been identified that include:

  1. Risk Assessment and Monitoring
  2. Prevention and Mitigation
  3. Preparedness and Response
  4. Resilient Recovery
  5. Global Leadership

Within these priority programme, there are clear outcomes that relate with the CSOs engagement that guided by the principles of localization in ASEAN work and partnership with multi-stakeholders to support the implementation of the AADMER Work Programme 2021-2025. The number of outcomes are:

Outcome 2.5.3 (under PP2: prevention and mitigation): Strengthened cross-sectoral collaboration and civil society engagement on social inclusion in disaster management

  • 5.3.3. The roles and functions of the AADMER Partnership Group (APG) strengthened to support implementation and operationalization of the ACDM-CSO Partnership Framework (ACPF)

Outcome 3.1.1 (under PP3: Preparedness and Response) : Enhanced collective response through standby arrangements and partnerships for new disaster scenarios

  • 1.1.3. A platform for dialogue with reputable and relevant CSOs, NGOs, and private sector entities in the region for implementation of One ASEAN One Response is established
  • 1.1.4. Engagement with existing and new partners are strengthened with concrete contributions, including the NGOs and CSOs and private sector entities, incorporated to the standby arrangements (AJDRP), to expand the pool of resources required for ASEAN emergency response

Outcome 5.2.1 9 (under PP5 : Global Leadership) : Expanded and consistent Global Thought Leadership and Engagement of ASEAN

  • 1.1.5. Platforms to crowdsource innovative DRM solutions through engagement with ASEAN actors, citizens, and regional partners.
  • 1.1.7. A regional community of practice on disaster management is established composing of practitioners, academics, scholars, journalists, policy makers and other relevant actors encompassing various sectors.

Based on these background and in order to deliver a meaningful engagement and support to ASEAN work with the high expectation and outcome related to CSOs, the APG with a support from the external consultant will conduct a mapping exercise to identify and review the status of the active CSOs engagement in Disaster Management work and to better understand the perspective of ASEAN CSOs towards the AWP and their expectation of engagement with ASEAN and its AWP. All these effort will be contribute to the revision process of the ACDM-CSO Partnership Framework (ACPF) that was develop back in 2012[1].

This consultancy is commissioned by Save the Children on behalf of the APG, expected to start from August to December 2022.

Objectives of the consultancy work

  • Review the ACPF against the ADMER WP 2021-2025 to highlight opportunities and challenges to foster CSO engagement.
  • To map CSO engagement with DM management systems at a country level and highlight active organisations and networks in the ASEAN countries.
  • To conduct FGDs with ASEAN CSOs to understand opportunities for engagement with AWP 2021 – 2025
  • To engage with DMHA on opportunities for CSO engagement in AWP 2021-2025
  • Based on analysis, make recommendations on the appropriate mechanism of ACDM and CSO partnership to support the implementation of AWP 2021 – 2025

Expected Outputs

  • Short report on the opportunities and challenges within the current ACPF for CSO engagement, considering the current AWP.
  • Mapping of CSO engagement with disaster management authorities and update of networks and CSOs
  • A brief summary of ASEAN CSOs perspectives of AWP 2021 – 2025 and its implementation based on structured interviews and FGDs with CSOs from each ASEAN countries
  • List of concrete recommended actions to revise the ACDM-CSO partnership framework
