Armourer – African Great Lakes Region

HALO is known for its work to clear landmines and the disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 9,500 staff across 28 countries and territories.

The HALO Trust requires an Armourer to support the development of its Weapons and Ammunition Management (WAM) programmes. Working to the Head of Weapons and Ammunition Management, within the Programme Development division, the Armourer would provide technical support to new project development and to existing WAM projects, including the delivery and support of SALW activities. The Armourer would support the development of technical standards for SALW training and delivery, under the direction of the Head of WAM. The Armourer would provide critical technical oversight and support to developing projects, and work with the Head of WAM to standardise WAM project delivery.

This role is primarily a training and development role, and, as such, requires someone with proven experience in designing and delivering SALW training courses to a high technical standard.

The Armourer would serve as the focal point for all SALW technical support on developing projects. At the direction of programme management the Armourer would provide technical support to existing programmes.

Job Responsibilities

Working to the Head of WAM, the Armourer will fulfil the following functions:

Small Arms and Light Weapon Management

  • Plan, write, and deliver an Armorer’s training package for host-nation countries
  • Plan and manage the delivery of armoury risk assessments, and standardize and monitor delivery across HALO.
  • Deliver and standardize SALW training courses in line with host-nation context under direction of Head of WAM
  • Plan, site, and advise on armoury interventions.
  • Ensure delivery of outputs in projects under their remit meet international technical standards
  • Assist the Head of WAM in identifying areas for development, focusing on innovation, operational delivery and safety.
  • Conduct and support initial surveys of new projects at direction of Head of WAM
  • Ensure regular coordination and liaison with all relevant authorities and stakeholders in countries of support, with a focus on supporting and developing national technical standards
  • Support delivery of international training courses to HALO
  • Provide technical support to existing programmes at direction of programme management
  • Lead and manage country programmes at direction of Head of WAM, providing surge support to project management and technical delivery as appropriate
  • Support and develop international project managers and technical staff in conduct of their duties
  • Mentor and develop HQ and field staff in country offices to develop national operational capabilities
  • Being prepared to provide general assistance to management team: with training courses, covering colleagues’ absences, or other activities

Ensure all SALW assessment, disposal, transport and other activities are conducted safely, and appropriate risk assessments are carried out in projects under their remit.

General

  • Provide technical support to existing programmes at direction of programme management
  • Lead and manage country programmes at direction of Head of WAM, providing surge support to project management and technical delivery as appropriate
  • Support and develop international project managers and technical staff in conduct of their duties
  • Mentor and develop HQ and field staff in country offices to develop national operational capabilities
  • Being prepared to provide general assistance to management team: with training courses, covering colleagues’ absences, or other activities

Essential Requirements

  • Trained Armourer with 10 years of experience in a military or police role

  • Civilian qualifications may be accepted on a case by case basis from recognized institutions.

  • Military Armourers Qualification (ie: Armed Forces Grade 1 or equivalent)

  • Proven experience delivering large-scale ammunition projects

Desirable Requirements

  • Proficient knowledge and application of Modular Small Arms control Compendium in challenging environments
  • Previous experience working alongside host-nation military/police force.
  • This role requires working closely with, and delivering training to, host-nation security forces. As such, the ideal candidate would be comfortable delivering training to large groups, on complex subjects, in a non-native language through a translator.

Other

Reporting – the role holder will report to the Head of Weapons and Ammunition Management

Coordination – the role holder must coordinate closely with the Capability Group in developing training and technical standards
