JOB CONTEXT:

Reporting to CD currently but TUM once the person will be recruited, and in collaboration with HQ AVR Technical Division, the Regional AVR Field Technical Specialist will contribute to the implementation of the Armed Violence Reduction pillar of the 3 STRATOP.

AVR activities aim to protect civilian populations exposed to the threat related to the presence of mines, Explosive Remnants of War (ERW) and Improvised Explosive Devices (IED). Reducing the impact of EO and small arms and light weapons on civilian populations is not only an end in itself but also an essential means for humanitarian access and sustainable development.

The AVR Specialist will be responsible for providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. Thus, he/she will strategically support Armed Violence Reduction Activities, including land release in an integrated approach, inclusive risk education, conflict transformation and victim assistance specific efforts.

You will strongly focus on the strengthening of those programmes including strong context analysis, standardisation of tools, staff capacity development and programme development strategy. You will also develop the learning component of our AVR sector.

You will engage in standardisation of interventions based on common quality framework and processes including MEAL related elements. You will also enhance knowledge sharing within the programme and use each country lessons learned to improve each project based on other projects learning processes.

YOUR MISSION:

Under the responsibility of the AVR Field Technical Specialist contributes to the implementation of Humanity & Inclusion’s mandate, the 2022-2024 Operational Strategy (under elaboration) and 10-year strategy within his/her sectoral scope. He/she ensures the optimal quality and impact of the projects implemented in his/her mission by means of a delegation system with appropriate control mechanisms. With all HI Specialists and Managers, the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Responsibility 1: Strategy Development

-You contribute to the AVR pillar of overall strategic planning for HI’s mission

-You lead the definition of the AVR technical strategy for HI’s mission and support its implementation by the operational teams;

Responsibility 2: Technical Support

-You ensure technical support to projects in line with the global technical frameworks and standards on AVR

-You ensure technical support to projects in line with the global technical frameworks and standards in Armed Violence reduction

· You provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches

· You ensure adequate support to multi-sector responses within projects, in line with the other specialists

  • You ensure technical learning from projects
  • You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the programmes under AVR activities
  • You contribute to the Technical Divisions professional channel animation
  • You provide Technical expertise and support to Mine actions authorities in line with capacity building activities. (EORE, Victim assistance, NTS)
  • You collaborate with Logistics teams and Area Managers in providing technical specifications in the procurement process for NTS and EORE equipment

Responsibility 3: Research and Analysis

-You conduct regular analysis of project data and external secondary data on AVR needs and interventions in close collaboration with the TUM, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator;

-You lead the assessment of needs and gaps in the mine action sector;

Responsibility 4: Coordination and Representation

-You contribute to the local external prestige and influence of HI’s expertise in AVR sector

-You liaise with national Mine Action Authorities and other line ministries and participate in different forums to advocate for policy changes

-You represent HI in relevant coordination meetings with Mine Action, AVR and Conflict Transformation actors (INGOs, national NGOs and humanitarian coordination);

-You ensure regular contacts and good bilateral relations with relevant Mine Action and AVR actors;

-You support the Head of Mission and the TUM in representation with Mine Action and broader AVR donors, when needed;

-You regularly coordinate and share activities with your Technical Referents at headquarters and at the same time ensure his (her) technical advice is implemented in the field

Responsibility 5: Business Development

-You actively contribute to the technicalities of development of projects in the AVR sector

-You ensure the development of major opportunities or new projects in the region under his sectorial scope

Responsibility 6: Reporting

-You review and ensure technical quality of any report (Donors and ministries) related to AVR

-You ensure that lessons learnt and best practices in your sector of activities are documented and shared with the technical unit and headquarters;

-You ensure the collection and consolidation of relevant data;

-You ensure data is disaggregated by sex, age and disability in both HI interventions and partner activities;

-You provide relevant data related to EORE activities and NTS activities (statistics, monthly objectives, etc.);

-You ensure capitalization of the tools developed during the project;

-You provide a handover/end of mission report and have a debriefing at HQ at the end of your mission.

YOUR PROFILE:

· You hold a master degree in Social Science, International Relations, Community Development or relevant field

· You have at least 7 years of experience in providing technical support and strategic guidance in minimum two-three pillars of the AVR Programming (Risk Education, Victim Assistance, Survey, Land Clearance, Conflict Transformation)

· You have experience working as technical project implementer

· You have advocacy experience in low to middle income countries

· You have experience in capacity building of National Mine Action operators

· You master international framework for AVR and understand its comprehensive model

· You show strong networking skills and ability to coordinate with multi-stakeholders and partners

· You are autonomous with strong communication skilld and a sense of responsibility and initiatives

· You speak English

CHARACTERISTICS OF THE POSITION:

The position is based in Sana’a – Yemen. The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah). In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra professional activities in Sanaa and Aden. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas. The mission has put in place adequate security rules and process to allow team to work in safe environment. Despite the country situation, risk for expatriate remain limited and no critical incident happened over the past period. Local medical capacity remains a concern for person with fragile heath, ongoing treatment and that need close medical follow up. Dress code: Men will be required to wear long pants and at least a short sleeved shirt. Women are required to wear the abaya and hijab (head scarf) outside.

· 12 to 18 months International contract starting from April 2022

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 2757 € gross/month upon experience

· Perdiem: 550 € net/month – paid in the field

· Hardship: 500 € net/month paid with your salary

· Paid leaves: 25 days per year;

· R&R: Level 3: 5 days every 6 weeks => + possible transport/package support.

· Position unaccompanied : Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)

· Housing: Collective taken in charge by HI
